On the afternoon of September 25, the National Assembly Standing Committee (NA SC) considered the supervision team’s report and adopted a resolution on the supervision theme of the NA SC on “The implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023.”

The summary report of the supervision team, presented by Le Tan Toi, Chairman of the National Defense and Security Committee of the National Assembly, outlined the results of ensuring civil aviation safety.

Currently, Vietnam has 10 international airports, including 5 key airports, and 12 domestic airports that are smaller in scale compared to international airports, mainly serving domestic travel needs. Long Thanh airport (Dong Nai) is under construction.

In general, the state management agency for civil aviation and the airports have seriously implemented the directives, resolutions of the Party, laws of the State, and relevant international treaties and standards on ensuring aviation security and safety.

According to Mr. Le Tan Toi, the coordination and collaboration between civil and military aviation have been closely and effectively exchanged and coordinated by agencies and units of the Ministry of National Defense and the Ministry of Transport.

The supervision team’s report showed that in the period of 2016 – 2023, the Vietnamese aviation industry recorded 2 accidents (in general aviation, including 1 accident with no casualties) and 632 incidents, including 9 serious incidents at level B, 63 high-risk incidents at level C, and 560 safety incidents at level D.

The Ministry of Transport has directed the implementation of supervision work synchronously and effectively, and the supervision methods have been continuously renewed following the guidance of the International Civil Aviation Organization (ICAO) to improve quality and optimize the resources of the aviation authority.

Regarding road transport, the supervision team’s report clearly stated that the patrol, inspection, and handling of violations of road traffic order and safety by competent forces have achieved significant results. They have focused on resolutely handling violations, with a focus on “alcohol concentration”, overload, and “enlarged” vehicles, especially overloaded and oversized vehicles traveling on routes.

The patrol, inspection, and handling of violations have been strengthened, but the results of curbing and reducing traffic accidents are not yet solid, and the number of deaths and injuries due to road traffic accidents remains high.

According to the supervision team, the state management of traffic order and safety by some ministries, sectors, and localities is still ineffective, with unclear responsibility, and a lack of proactive detection and strict handling of collective and individual violations to deter and prevent wrongdoing and negativity in state management of traffic.

Meanwhile, the increase in the number of vehicles, the pace of urbanization, and the travel needs of the people, while the development of transport infrastructure is not commensurate, and many problems in transport infrastructure have not been resolved.

In the report, the supervision team proposed that in the coming time, it is necessary to continue reviewing and perfecting the legal regulations on ensuring traffic order and safety, clearly defining the responsibilities of state management agencies in ensuring traffic order and safety, and encouraging the participation of the private sector in this field.

Especially, it is necessary to concentrate resources to invest in the construction and development of transport infrastructure, handle black spots and potential risks of accidents, invest in the development of public passenger transport with a large capacity, and gradually limit the use of personal motor vehicles.

Developing means of transport in tandem with the development of road infrastructure, socio-economic conditions, and the travel needs of the people, giving priority to the development of public transport means, and limiting the use of personal motor vehicles in large cities.
