The Ho Chi Minh City People’s Committee has issued a decision approving the adjustment of the completion time for the Construction Project of Ho Chi Minh City Metropolitan Railway No. 1 – Ben Thanh – Suoi Tien (Metro Line 1)
Accordingly, the project completion time has been adjusted to the end of the fourth quarter of 2024. Other contents remain unchanged compared to the investment policy previously approved by the competent authority.

The Ho Chi Minh City People’s Committee requires the Ho Chi Minh City Urban Railway Management Board (MAUR – investor) to organize the implementation of the project in accordance with regulations, ensuring the completion of construction and commercial operation of the entire line by the end of the fourth quarter of 2024.
MAUR is responsible for developing a detailed plan to complete the remaining tasks according to the set schedule, with binding commitments and responsibilities for all parties involved, including penalties for non-compliance. They should also identify potential risks and proactively resolve any difficulties or obstacles that may arise.
At the same time, MAUR must control the project’s costs and ensure that there are no additional expenses incurred due to the adjustment of the project’s timeline. In the event that there are any cost implications, the investor and related units must propose a solution in accordance with the law.
MAUR should actively seek amicable solutions or appropriate measures to address the grievances of contractors currently involved in disputes. It is imperative to prevent any delays in the project’s progress due to prolonged negotiations or unresolved complaints.
The Ho Chi Minh City Urban Railway Management Board bears full responsibility before the Ho Chi Minh City People’s Committee and authorized agencies if the project encounters further delays.
The Department of Planning and Investment, the Department of Finance, the Department of Transport, and other relevant agencies are tasked with continuing to coordinate with MAUR to implement the directions of the Ho Chi Minh City People’s Committee. They must ensure the timely resolution of any issues that may impact the project’s progress, in accordance with regulations.
The reason for adjusting the project completion time is that, in the previous decision, Metro Line 1 was scheduled to complete construction by the end of the fourth quarter of 2023. However, the project has only reached approximately 98% completion, and the final tasks necessary for project acceptance have not yet been finalized. Therefore, the approval for the adjustment of the construction completion time of Metro Line 1 from the end of the fourth quarter of 2023 to the end of the fourth quarter of 2024 is essential to facilitate further disbursement for the project.
Metro Line 1 spans 19.7 kilometers, including a 2.6-kilometer underground section and a 17.1-kilometer elevated section. The total investment, after adjustments, amounts to VND 43,700 billion. The route traverses through districts 1, Binh Thanh, and Thu Duc in Ho Chi Minh City, as well as Di An in Binh Duong Province. Currently, the project has achieved 98% of its total volume.
The entire Metro Line 1 features 3 underground stations: Ben Thanh, Ho Chi Minh City Opera House, and Ba Son; and 11 elevated stations: Van Thanh, Tan Cang, Thao Dien, An Phu, Rach Chiec, Phuoc Long, Binh Thai, Thu Duc, Hi-Tech Park, Ho Chi Minh City National University, and Suoi Tien Bus Station.
