From September 24 to September 27, 2024, Ho Chi Minh City (HCMC) is hosting the 5th HCMC Economic Forum (HEF) with the theme “Industrial Transformation: New Momentum for HCMC’s Sustainable Development.”
Thus far, 40 local and international delegations, along with experts from 16 countries, have confirmed their participation in HEF 2024. These countries include Laos, Cambodia, China, Cuba, the United States, Japan, South Korea, Russia, India, Germany, Australia, Italy, Portugal, Belarus, Hungary, and Uruguay.
Mr. Phan Van Mai, Chairman of the HCMC People’s Committee, emphasized that through this forum, the city aims to draw valuable lessons and policy implications for its sustainable development through industrial transformation.

Mr. Mai acknowledged that through this forum, the city could identify priorities and focus areas in the industrial transformation process. This would allow for concentrated resource allocation and ensure synchrony in policy mechanisms and implementation, aligning with the city’s sustainable development orientation outlined in the 12th Congress of the HCMC Party Committee, as well as the Net Zero target.
Dr. Pham Binh An, Vice Director of the HCMC Institute for Development Studies, added that HCMC hopes HEF 2024 will serve as a platform for exchanging ideas and discussing new development trends.
Along with digital transformation, green transition, and sustainable development, industrial transformation is an emerging trend that deserves attention. The city aims to learn from international experiences and successful governance models during this process, especially in finding efficient solutions from other countries, businesses, and international organizations. This will help HCMC determine its industrial transformation orientation, contributing to the restructuring of its industrial foundation and the search for new growth drivers.
Policy dialogue to address bottlenecks
According to Dr. Pham Binh An, a special feature of this year’s forum is the Policy Dialogue between the Prime Minister, ministries, and sectors with businesses and localities. This dialogue aims to address practical bottlenecks faced by enterprises and localities, thereby concretizing policies to support businesses and removing obstacles. It will also expedite the institutionalization of the Party and Government’s orientations on industrialization, modernization, digital transformation, and green growth, contributing to the success of industrial transformation.
“The forum showcases the roles of various stakeholders, forming an industrial transformation ecosystem that is currently taking shape. Besides the pioneering role of enterprises in this process, it also highlights the supportive roles of different levels of government and the active contribution of various organizations in areas such as finance, technology, and human resource training,” said the Vice Director of the HCMC Institute for Development Studies.

Notably, Dr. Pham Binh An mentioned that the highlight of HEF 2024 will be the launch of the 4th Industrial Revolution Center, a collaboration between HCMC and the World Economic Forum (WEF). This center will serve as a hub for cooperation, policy research, technology transfer and adoption, and receiving funding. It will provide support not only to HCMC enterprises but also to businesses in the region and the entire country.
Finally, according to Dr. Pham Binh An, the forum will be a platform for the HCMC government to convey important and consistent messages about the orientation of industrial development, the city’s policies in the transformation process, and cooperation and investment opportunities in priority sectors. The city will take a leading role in implementing new policies during this transformation.
“The forum will open up new cooperation and development opportunities for the city in the next phase, especially in seeking new green, sustainable, and efficient growth areas,” affirmed Dr. Pham Binh An.
During the plenary session of HEF 2024, delegates will hear reports on the following main themes: dominant trends (Megatrends) in global industrial transformation; governance ecosystem and policies driving industrial transformation; HCMC’s industrial transformation strategy in the context of regional, international, and new technology connections; and the role of the 4th Industrial Revolution Center (C4IR) in HCMC linked to industrial transformation. In the parallel sessions, delegates will choose topics according to their expertise and experience, focusing on three discussion groups: the role of C4IR in HCMC regarding industrial transformation; priorities in the industrial transformation strategy; and the role of businesses and stakeholders in industrial transformation. Notably, the policy dialogue with the Prime Minister on the afternoon of September 25 will include a speech by Prime Minister Pham Minh Chinh, followed by a Q&A session with ministries, sectors, and localities. This activity aims to provide opportunities for localities and businesses to engage in in-depth discussions with the Prime Minister and central ministries and sectors about the reality and solutions regarding the application of the industrial transformation model in the city, as well as national strategic issues. It will also allow them to propose models, solutions, and policies at the macro level to the Government. On September 26, delegates will choose between two site visit programs: Tan Thuan Export Processing Zone (District 7) or HCMC High-Tech Park (Thu Duc City). There, delegates will meet and exchange ideas with the management of these industrial parks to learn about their implementation and orientation towards industrial transformation and green transition. They will also have the opportunity to visit and meet with businesses, expanding connections and cooperation between localities, domestic and international organizations, and experts with enterprises in these areas. Additionally, the inauguration of the 4th Industrial Revolution Center (C4IR) in HCMC is a significant event within the framework of HEF 2024. The center, located in the High-Tech Park, will officially operate from September 24, 2024, and the Prime Minister will attend the opening ceremony. |
