What Company Built the UFO-Shaped Cultural Center in Ninh Binh?

The local government of Ninh Binh province has proudly invested in a momentous project, totaling 202 billion VND in investment. This endeavor was successfully completed within a period of nearly three years.

The construction of the Ninh Binh Province’s central cultural house, designed to resemble a UFO from the outside, was completed and inaugurated in April 2024.

The project, which broke ground in July 2021, is located on a 6,453-square-meter plot of land in Thanh Binh Ward, Ninh Binh City. The site was previously occupied by the Ninh Binh Province Cheo Theater, the Provincial Culture Center, and the Provincial Film Distribution and Projection Center. The new building is strategically positioned, with three sides bordering Le Dai Hanh, Hoang Dieu, and Ly Thai To streets.

The investment scale includes three main blocks: a performance and assembly block with a 750-person capacity elliptical auditorium, covering an area of approximately 1,892 square meters; a block for offices and a terraced staircase leading to the roof, spanning around 956 square meters; and a basement block for auxiliary and technical purposes, measuring about 2,816 square meters. The structure is designed for a lifespan of 50 to 100 years.

With a total investment of 202 billion VND, the project is funded by the Ninh Binh Provincial People’s Committee and executed by the Management Board of Investment and Construction Projects of Civil and Industrial Works of Ninh Binh Province as the investor.

The consortium of Xuan Thinh Investment Production and Trading Co., Ltd., Urban Consulting and Investment Construction Joint Stock Company, and Ha Thanh Trading and Construction Co., Ltd. won the bid for the package of designing construction drawings, estimating, and construction (EC) for the project, with a winning price of over 151 billion VND.

Among the consortium, Xuan Thinh Investment Production and Trading Co., Ltd. is a familiar contractor in many projects in Ninh Binh Province. According to DauThau.Info, Xuan Thinh has participated in 46 bids, winning 45 and currently awaiting the result of 1. Notably, 22 of these bids were for projects in Ninh Binh Province.

Established in 2006, Xuan Thinh’s primary business activity is registered as the construction of non-residential buildings. The company’s legal representative is Mr. Bui Van Thuan (born in 1973), who serves as both the Chairman and General Director. The enterprise has a charter capital of 99 billion VND.

The Urban Consulting and Investment Construction Joint Stock Company, founded in 2010, is headquartered in Dong Da District, Hanoi. Mr. Nguyen Thanh Son (born in 1982) serves as both the Chairman of the Board of Directors and the legal representative of the company.

Ha Thanh Trading and Construction Co., Ltd., established in 2012, is based in Dong Da District, Hanoi. Mr. Hoang Tien Thong (born in 1980) is the company’s Director and legal representative. In May 2021, the company increased its capital from 8 billion to 30 billion VND.
