Colonel Nguyen Tuan Hung shared that on May 8, 2024, the Security Investigation Agency initiated a criminal investigation into serious bid-rigging, bribery, and corruption involving Cong Minh Green Tree Company and local authorities.

The investigation has revealed that Cong Minh Green Tree Company colluded with project investors to manipulate tender prices and overall project investment values by inflating the cost of materials. Once the tender packages were approved, the company would either be directly awarded the contract or use other entities within its system to participate in the bidding process and secure the project.

According to Colonel Hung, Cong Minh Green Tree Company has been involved in over 600 projects across various provinces and cities, with a total value of approximately VND 3,500 billion. The Security Investigation Agency of the Ministry of Public Security is currently in the process of assessing the financial impact of the company’s tree-planting and care projects to determine the extent of the damage and hold accountable those responsible in accordance with the law.

Previously, on May 8, the Security Investigation Agency of the Ministry of Public Security initiated legal proceedings against Cong Minh Green Tree Company and several provinces and cities for violations of bidding regulations, bribery, and corruption.

The company is accused of colluding with investors to manipulate tender prices from the project planning stage and during the determination of the total investment value. After the tender packages were approved, the company would either be directly awarded the contract or use other entities to participate in the bidding process and secure the project.

In the third quarter of 2024, social order crimes decreased by 5%. The police force solved more than 10,800 cases and arrested and processed over 21,500 criminals. Numerous large-scale drug trafficking rings were busted, resulting in more than 7,100 cases, 12,400 suspects, and the seizure of 220.85 kg of heroin, 995.45 kg and over one million synthetic drug tablets, and 473 kg of cannabis.

253 cases involving 562 individuals related to corruption and position abuse were discovered, representing a 26.5% increase in the number of cases and a 26% increase in the number of offenders compared to the same period last year.

Regarding road safety, the police handled over one million violations, imposing fines totaling more than VND 1,870 billion and temporarily confiscating over 321,000 vehicles. The auction of over 10,700 license plates generated revenues of more than VND 833 billion. Additionally, the police provided escape guidance and rescued nearly 5,000 people, while recovering 279 bodies from fires, accidents, and other incidents.
