The Ho Chi Minh City People’s Committee has issued a decision to supplement the management of underground construction planning for detailed planning schemes with a scale of 1/5,000 and 1/2,000, and detailed construction planning schemes with a scale of 1/2,000 that have been approved. This decision will come into effect on September 14, 2024.

The inclusion of underground construction planning management in the approved planning schemes by the Ho Chi Minh City People’s Committee aims to address challenges faced in granting construction permits for structures with basements in the past.

According to the new underground space management regulations, detached and low-rise residential buildings are permitted to construct a maximum of one basement level to accommodate technical facilities and parking lots.

In cases where a detached house combines other functions and requires two or more basement levels, a detailed plan or a master plan, i.e., a simplified detailed plan, must be established.

For high-rise buildings such as apartments, service buildings, public and office buildings, constructions in export processing zones and industrial parks, and other structures, the construction of basements is allowed in accordance with construction standards and norms. The number and location of basement levels for these structures are specified in the detailed planning schemes, permit drawings, and basic designs.

The Ho Chi Minh City People’s Committee’s supplementary decision emphasizes that the construction of urban underground structures must comply with certain requirements. These include not exceeding the land use boundary, unless permitted by the competent authority, and ensuring the safety and well-being of the community without impacting neighboring structures.

Additionally, basement levels serving parking and technical system needs will not be included in the land use coefficient. If the basement levels are utilized for purposes beyond these functions, the calculation of basement floor areas into the land use coefficient must ensure compliance with the permitted coefficient as per the planning regulations.

Along with this decision, the Ho Chi Minh City People’s Committee published a list of 375 detailed planning schemes for construction with a scale of 1/2,000 that are currently in effect and will be supplemented with regulations on underground urban construction planning management.

Among the localities with a significant number of planning schemes are Cu Chi District (82 schemes), Binh Chanh District (38), Nha Be District (36), Hoc Mon District (36), and District 12 (26), to name a few.
