The government has just issued Decree No. 130, stipulating the toll rates for expressways owned by the people and directly managed and operated by the State.

Toll rates for expressways range from VND 900 to VND 5,200 per car per kilometer.
Accordingly, toll fees will be collected on expressways that meet the following conditions:
They are designed, invested, and constructed according to standards and technical regulations for expressways and other relevant standards and regulations; completed, handed over, and put into operation in accordance with the Law on Roads, construction laws, and other relevant legal provisions; and have an asset exploitation scheme approved by authorized agencies as stipulated by laws on management and use of public assets.
For expressways that had their investment approved before the Law on Roads took effect, toll collection will be implemented after the completion of the construction and installation of infrastructure for toll stations and equipment for toll collection, among others.
Subjects of the toll road fees are divided into five groups, specifically:
Group 1 comprises vehicles with less than 12 seats, trucks with a payload of less than two tons, and buses for public passenger transport.
Group 2 includes vehicles with 12 to 30 seats and trucks with a payload ranging from two to four tons.
Group 3 consists of vehicles with 31 or more seats and trucks with a payload ranging from four to ten tons.
Group 4 comprises trucks with a payload ranging from ten to 18 tons and container trucks below 40 feet.
Group 5 includes trucks with a payload of 18 tons or more and container trucks of 40 feet or more.
According to the decree, toll fees for expressways are determined based on the actual distance traveled by vehicles (in kilometers) and the corresponding rates for each type of vehicle (in VND/km). Toll rates for expressways range from VND 900 to VND 5,200 per car per kilometer.
This decree takes effect on October 10.
