According to Decision No. 485/QD-TTg on the approval of the task of master planning the Hoang Hoa urban area by 2045, by 2030, the goal is to develop and transform Hoang Hoa into a town, a 4th-tier urban area, with a focus on fostering the growth of industries such as small-scale handicrafts, tourism, trade services, and agriculture-aquaculture. To achieve this, the district aims to establish a modern and synchronized socio-economic infrastructure.

As a step towards this goal, the district has initiated several key planning projects, which have been approved by the Provincial People’s Committee. These include the Construction Planning of Hoang Hoa County by 2040, with a vision towards 2070; adjustments and expansion of the master plan for the construction of Hai Tien town by 2030; adjustments and expansion of the master plan for the construction of But Son town by 2040; and the approval of the master plan for the Thinh Loc urban area. Additionally, 21 out of 22 commune planning projects have been completed and approved.

According to Bao Thanh Hoa, Hoang Hoa is committed to creating urban architectural spaces and landscapes that attract socio-economic development and enhance the spiritual life of the local people. The district has embarked on detailed planning for several concentrated parks, including the Northern Cultural Center (currently under construction); But Son Town Park, spanning 8.4 hectares; Hoằng Trường Park, approximately 2 hectares in size; and Hoằng Tiến Square, which covers 1.8 hectares.

Notably, to create a driving force for development, Hoang Hoa district has prioritized the planning of industrial parks (IPs) and industrial clusters (ICs) within its jurisdiction.

As per the Thanh Hoa Province Planning for the period of 2021-2030, with a vision towards 2045, Hoang Hoa district is allocated two IPs: Phu Quy IP, spanning 545 hectares (which will be expanded to 845 hectares by 2045), and Bac Hoang Hoa IP, covering 157 hectares (to be expanded to 273.8 hectares by 2045). Additionally, there are six ICs with a total area of 334 hectares, namely Thai Thang IC (50 hectares), Hoang Dong IC (30 hectares), Hoang Quy IC (55 hectares), Phu Quy IC (74 hectares), Hoang Son IC (50 hectares), and Dat Tai IC (75 hectares).

Presently, the master plan for Phu Quy IP has been approved, and the sub-zone planning is being submitted for approval. Simultaneously, the sub-zone planning for Bac Hoang Hoa IP is in progress, and two ICs, Bac Hoang Hoa and Thai Thang, have completed site clearance and infrastructure development, attracting numerous secondary investors.

Hoang Hoa Improves Investment Environment

The district has been proactive in enhancing the business and investment environment, attracting numerous direct investment projects totaling approximately VND 9,500 billion. Notable examples include the Ven Song Gong Urban Area project (VND 1,502 billion), the Hoang Dong Urban Residential Area No. 01 project (VND 430 billion), and the Hoang Dong Urban Residential Area No. 02 project (VND 1,955 billion).

Additionally, there are the Flamingo Linh Truong Area A project (VND 3,500 billion) and Area B project (VND 1,570 billion), The City Supermarket (approximately VND 70 billion), the Vuc Commercial and Residential Area project by Lightland Company (around VND 120 billion), and several other projects in the proposal stage, awaiting approval from authorized agencies.

“The district is determined to make the utmost effort and demonstrate the highest level of responsibility and commitment in our decisions and actions to ensure that Hoang Hoa becomes a truly civilized urban area, offering an improved quality of life for its residents,” emphasized Le Xuan Thu, Secretary of the Hoang Hoa District Party Committee.

Hoang Hoa is a coastal district in Thanh Hoa Province, located approximately 15 km from Thanh Hoa city and 155 km from the capital city of Hanoi. It covers an area of 203.87 km2, with a population of 264,600 people in 2022, resulting in a population density of 1,298 people/km². The district comprises 36 communes and 1 town.

According to the Hoang Hoa Information Portal, the name “Hoang Hoa” dates back to the reign of King Le Thanh Tong, during the first year of the Hong Duc era (1469).

Hoang Hoa boasts a comprehensive transportation system, including road, rail, and water networks. National Highway 1A and a parallel railway line pass through the district, spanning 11 km. Several bridges, such as Cau Tao, Cau Ham Rong, Cau Hoang Long, and Cau Nguyet Vien, connect different parts of the district and provide easy access to the city, forming a vital transportation axis across Vietnam. The district also benefits from both river and sea transportation routes. The Ma and Tuan Rivers provide convenient inland waterway transportation, while the coastal route facilitates maritime trade and travel to the north and south of the country.

While Hoang Hoa district does have mineral deposits, such as iron ore in Nui Tra Mountain, aluminum, and mica in Nui Truong Mountain, and quartz in Hoang Hai, the reserves are not significant.
