On October 23rd, Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation, departing from Hanoi to attend the BRICS Summit in Kazan, Russia, from October 23-24, 2024. The visit was made at the invitation of Russian President Vladimir Putin, who is also the current chair of BRICS for the year 2024.

The official delegation accompanying Prime Minister Pham Minh Chinh includes: Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Minister of Industry and Trade Nguyen Hong Dien; Deputy Minister of National Defense, Senior Lieutenant General Vo Minh Luong; Deputy Minister of Public Security, Lieutenant General Le Quoc Hung; Deputy Head of the Party Central Committee’s Commission for External Relations Truong Quang Hoi Nam; Deputy Head of the Government Office Nguyen Sy Hiep; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Transport Nguyen Xuan Sang; Deputy Minister of Finance Bui Van Khang; Deputy Governor of the State Bank of Vietnam Pham Quang Dung; and Vietnamese Ambassador to Russia Dang Minh Khoi.

BRICS was established with the initial aim of becoming a global political, economic, and financial institution to promote a fairer, more balanced, and representative world order. In the emerging multipolar world order, BRICS has the potential to become a new pillar in the multilateral system.

The 2024 BRICS Summit, with the theme “BRICS with the Southern Hemisphere: Together for a Better World,” focuses on enhancing cooperation between BRICS and Southern Hemisphere countries. It aims to foster new growth drivers such as the digital economy, green economy, circular economy, science and technology, and innovation. The summit also emphasizes building a balanced and effective global governance ecosystem that values the voices of developing nations, striving to create a better world for all people.

So far, in addition to the leaders of the nine BRICS member countries, around 20 invited countries and two international organizations have confirmed their attendance, including 24 heads of state participating in the 2024 BRICS Expanded Summit.

The Prime Minister’s visit to the BRICS Summit takes place amid the friendly and traditional Comprehensive Strategic Partnership between Vietnam and the Russian Federation, which continues to thrive. This year marks the 30th anniversary of signing the Treaty on Basic Principles of Friendly Relations between the two countries, and next year will be the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation.

This official trip is a significant step in implementing Vietnam’s consistent foreign policy of independence, self-reliance, and diversification of international relations. It showcases Vietnam’s commitment to being a reliable friend and partner and an active and responsible member of the international community. Additionally, it aligns with the country’s efforts to promote and elevate its multilateral diplomacy.

Prime Minister Pham Minh Chinh’s attendance at the BRICS Summit conveys an image of a peaceful, cooperative, dynamic, and innovative Vietnam. It demonstrates the country’s role and responsible contributions to multilateral mechanisms, addressing global challenges, promoting sustainable and inclusive development, and enhancing the voices of developing nations on the international stage. Furthermore, it continues to foster and deepen Vietnam’s cooperation with Russia and other nations.
