During its recent 18th session, the Binh Duong People’s Council passed a resolution on supportive mechanisms for social housing development projects in the province.
A range of supportive policies for investors
Accordingly, Binh Duong will support 50% of the cost of constructing technical infrastructure within the scope of social housing projects, including transportation, telecommunication, energy supply, public lighting, water supply, wastewater and solid waste treatment systems, and other works (excluding internal technical infrastructure), with a support level not exceeding VND 5 billion per project.
The province also waives 100% of the fees for construction permits as per the Provincial People’s Council’s resolution on the regime of collection, payment, and management of construction permit fees in the province.
Simultaneously, Binh Duong offers a complete exemption from the fees for the assessment of environmental impact reports as per the Provincial People’s Council’s resolution on the regime of collection, payment, and management of these fees, as well as for the methods of environmental improvement and rehabilitation in the province.
Investors are also entirely exempt from the fees for environmental permits that fall under the authority of the provincial or district People’s Committees to grant.
Furthermore, the provincial People’s Committee has directed specialized agencies at the provincial level and People’s Committees at the district level to review and simplify administrative procedures and eliminate unnecessary ones for social housing projects.
In parallel, a specialized or semi-specialized unit for social housing management will be established to provide investors with support regarding administrative procedures related to social housing investment projects in the province.
Mr. Vo Hoang Ngan, Director of the Binh Duong Department of Construction, shared that these supportive mechanisms aim to establish a legal framework for state management agencies in charge of housing to effectively perform their assigned functions and tasks.
Additionally, they will expedite the implementation progress and attract more investment projects in social housing development in the province, striving to achieve the target for social housing development by 2030 as per the approved housing development program. This will help meet the housing needs of the people, especially workers, laborers, and low-income earners who currently lack housing.
Nine ongoing social housing projects with a total investment of VND 11,000 billion
According to the social housing and worker housing development plan for the 2021-2025 period, Binh Duong aims to construct over 42,000 units. So far, the province has built nearly 15,900 units, and the goal is to add another 26,552 units by 2025.
As of August, Binh Duong has nine ongoing social housing projects with a total investment of more than VND 11,000 billion, expected to be completed between now and 2027.
Among these, the An Sinh Xa Hoi – Khu 5 Dinh Hoa (Thu Dau Mot City) and An Sinh Xa Hoi – Khu 6 Viet Sing (Thuan An City) projects offer approximately 3,594 units with a total investment of VND 2,943 billion.
The Tan Dong Hiep Social Housing Apartment Project (Di An City) comprises 882 apartments with a total investment of nearly VND 900 billion.
The An Sinh Xa Hoi Project (Thu Dau Mot City), developed by the Housing and Urban Development Corporation (HUD), features 978 apartments and a total investment of VND 772 billion.

Additionally, the province has the Hoa Phu Social Housing Investment Project (Thu Dau Mot City), expected to provide 3,347 apartments and adjacent houses with a total investment of VND 2,171 billion.
The Thong Nhat Social Housing Apartment Project (Di An City) will offer approximately 2,620 apartments with a total investment of VND 1,700 billion.
The Phu My Social Housing Project (Thu Dau Mot City) comprises 561 apartments with a total investment of VND 389 billion.
The Thang Long Social Housing Project (Ben Cat Town) features 1,063 apartments with a total investment of over VND 1,025 billion, while the Toan My Social Housing Project offers 1,204 apartments with an investment of approximately VND 1,560 billion.
Known as the industrial hub of Southern Vietnam, Binh Duong is a pioneer in social housing development nationwide. With its proximity to Ho Chi Minh City, the province is currently home to over 3 million people, more than 50% of whom are migrants.
According to the Binh Duong Department of Construction, during the 2011-2015 period, the province completed and put into use 23 social housing projects, meeting the housing needs of 37,500 people. In the 2016-2021 period, the province invested in 1.33 million square meters of social housing floor area, achieving 65% of the set plan.

In the National Assembly session on October 28, alongside the proposal to reduce real estate prices through bonds, members of the National Assembly suggested that increasing the supply of social housing through encouraging individuals and households to build their own homes is a viable solution that warrants further research and consideration.
