On October 29th, in Abu Dhabi, as part of his official visit to the UAE, Prime Minister Pham Minh Chinh delivered a significant policy speech at the Anwar Gargash Diplomatic Academy on the topic of “Vietnam-UAE Comprehensive Partnership: A Shared Vision for Peace, Development, and Prosperity.”
The Prime Minister stated that the UAE is the first stop on his trip to the Middle East – the first official visit by a Vietnamese Prime Minister to the region in 15 years.
The fact that the two countries have upgraded their bilateral relationship to a Comprehensive Partnership and signed the Comprehensive Economic Partnership Agreement (CEPA) strongly affirms that, in this new era – the era of Vietnam’s national advancement, the Middle East region and the UAE hold a very important position in Vietnam’s foreign policy.
Prime Minister Pham Minh Chinh shared that during this visit, he felt even more deeply the words of UAE President Sheikh Mohamed bin Zayed Al Nahyan: “The UAE is a land of tolerance, coexistence, and openness to others.”
According to the Prime Minister, Vietnam’s development path shares many similarities with that of the UAE. The leaders of both countries have in common a strong emphasis on time, intellect, and friendly cooperation, equality, contributing to peace, cooperation, and development in the region and the world; they also share a strong aspiration to develop prosperous and happy nations.
The Prime Minister expressed his admiration for the remarkable development of Abu Dhabi, befitting its name as a “miracle in the desert,” with projects that showcase unique, breakthrough, and outstanding thinking, bringing immense resources and added value to the UAE, such as the Museum of the Future and Palm Island…
Describing the UAE as “a nation that has turned the impossible into the possible,” the Prime Minister congratulated the UAE government and its people on their success in elevating the country to a leading economic, financial, and technological hub in the region.
Looking ahead, with a shared aspiration for continuous progress, the UAE is striving to realize its “UAE Vision 2031” and “UAE Vision 2071.” Vietnam is working towards realizing its two centennial goals: becoming a modern industrialized country with a high middle income by 2030 (100 years since the founding of the Party) and a developed country with a high income by 2045 (100 years since national establishment).
The Prime Minister believes that the two nations should accompany and inspire each other and stand side by side on the journey to realizing their visions and development aspirations, aiming for a future of prosperity and happiness.
According to the Prime Minister, elevating the Vietnam-UAE relationship to a Comprehensive Partnership opens up vast cooperation prospects for the two countries in all fields. This is a result of the beautiful friendship and cooperation that has been carefully cultivated by generations of leaders and people of the two countries over the past three decades, with a spirit of goodwill, equality, and mutual respect, sincerity, and trust.
With shared values and similarities, and with the Comprehensive Partnership, the two countries will continue to strongly promote comprehensive cooperation in all areas, contributing to multilateral cooperation and international solidarity, building and shaping mechanisms, policies, rules, and regulations, and making responsible contributions to common concerns of the region and the globe.
To materialize the newly established Comprehensive Partnership, the Prime Minister proposed six key areas of cooperation between Vietnam and the UAE.
Firstly, continue to preserve, consolidate, and foster political trust, especially through high-level delegation exchanges, promoting a strong relationship of cooperation, friendship, and solidarity between the two States, Governments, and peoples.
Secondly, make economic, trade, and investment cooperation a crucial pillar of bilateral relations; effectively implement the recently signed CEPA; encourage UAE investment funds and businesses to invest in large-scale, breakthrough projects; enhance cooperation in developing the Halal industry in Vietnam, and agricultural cooperation, an area with vast potential between the two countries.
Thirdly, strengthen collaboration in science, technology, innovation, digital transformation, and green transition; further enhance cooperation in education and training, people-to-people exchanges, tourism, and cultural collaboration between the two countries.
Fourthly, promote multilateral cooperation, uphold international law, persistently encourage dialogue, build trust, and strengthen solidarity and understanding among nations. Actively contribute and take initiative in joining the international community in addressing global challenges.
Concluding his speech, the Prime Minister emphasized that the Middle East region, including the Gulf region and the UAE, is a land of great potential. Although geographically distant, the countries in the region, especially the Gulf Cooperation Council (GCC), are becoming increasingly close to ASEAN in terms of vision and development orientation.
“Your remarkable development achievements and stunning success in transforming your growth model serve as a mirror for ASEAN in general and Vietnam in particular to learn from. Leveraging the cooperation prospects of the new Comprehensive Partnership framework, the values that our two nations hold dear, and with a shared vision, determination, and effort, we believe and hope that Vietnam and the UAE will together write a brighter new chapter in our bilateral relations, for the practical benefits of our two peoples, for peace, stability, cooperation, and development in our two regions, and for the world,” stated the Prime Minister.
The Prime Minister’s speech and his sincere, frank, and trustworthy sharing were enthusiastically received by the audience.
This was the final activity of Prime Minister Pham Minh Chinh and the Vietnamese delegation during their official visit to the UAE, marking a very successful conclusion to the first leg of their trip to the three Middle Eastern countries.
After this event, the Prime Minister and the Vietnamese delegation departed Abu Dhabi for Saudi Arabia.
