The Ho Chi Minh City People’s Committee has recently issued a plan to implement Transit-Oriented Development (TOD) areas along Metro Line 1, Metro Line 2, and Ring Road 3, as per Resolution 98/2023.
This initiative aims to organize and optimize the development of land parcels along the Metro Line 1 and 2 stations and the Ring Road 3 transport hub. It will facilitate the implementation of a pilot urban development model, focusing on public transport-oriented growth.
The selected areas are divided into two groups based on land use assessment, legal status, and development conditions and dynamics.
Group 1: New Investment – This group comprises areas that are currently vacant, sparsely populated, or home to factories/enterprises scheduled for relocation. These areas are favorable for land reclamation and new construction. Additionally, a significant portion of the land in this group is directly managed by the state, including land leased to agencies, organizations, and enterprises, which can be relocated if necessary.
Group 2: Renovation and Improvement of Existing Areas – This group includes areas with established residential communities, deteriorated urban infrastructure, or in need of renovation and urban development. Similar to Group 1, a portion of the land in this group is also directly managed by the state and can be utilized for development purposes.
The chosen TOD areas are selected based on their ease of implementation, early realization, and high efficiency in terms of land auction values and project bidding, generating significant revenue for the state budget.
For the period 2024-2025, Ho Chi Minh City has selected nine locations for TOD implementation.

As per the plan, for the period 2026-2028, the People’s Committees of the districts will continue to report and propose the completion of the list of TOD locations for implementation.
In the near future, for the period 2026-2028, Ho Chi Minh City will focus on two locations. These include an area in Tan Hiep, Hoc Mon district, spanning over 290 hectares and connected to the Ring Road 3 project, and the area surrounding the Tan Kien station in Binh Chanh district, covering 314 hectares, linked to the extended Metro Line 3 and the Ho Chi Minh City-Can Tho railway project.
TOD, or Transit-Oriented Development, is an approach that prioritizes transportation development as the basis for urban planning, focusing on transit hubs as population centers and subsequently expanding the distributed transportation system.
