Specifically, approximately 1,933 hectares in Binh Giang district across eight communes: Tan Hong, Binh Minh, Thai Hoc, Nhan Quyen, Co Bi, Thai Duong, Thai Hoa, and Binh Tuyen. In Thanh Mien district, approximately 3,367 hectares across ten communes: Thanh Tung, Pham Kha, Doan Tung, Hong Quang, Ngo Quyen, Tan Trao, Doan Ket, Le Hong, Lam Son, and Thanh Mien town.
The Specialized Economic Zone in Hai Duong Province will consist of seven functional subdivisions. Within these subdivisions, 13 industrial parks and three industrial clusters will be established, covering a total area of over 3,150 hectares.
A 75-hectare trade and logistics services area will be located near the Hanoi-Hai Phong expressway.
The Innovation Center, spanning approximately 60 hectares, will serve as the nucleus for the province’s high-tech industrial development.
The Public Infrastructure Development Area, covering 60 hectares, will house educational and medical facilities, as well as parks and other public amenities.
The Urban and Residential Area, spanning about 530 hectares, will be planned in conjunction with the industrial parks, with a focus on developing a green and smart urban environment.
The Existing Residential Area, covering 1,574 hectares, will be integrated into the overall planning to ensure harmonious development alongside technical infrastructure upgrades in the region.
The Agricultural Development Area will prioritize the adoption of high-tech and organic agricultural practices.
Previously, the Department of Planning and Investment of Hai Duong Province had developed a timeline for the implementation of the project to establish the Specialized Economic Zone. This was done to align with the province’s socio-economic development goals.
The proposal is expected to be finalized and reported to the Provincial People’s Committee, the Provincial Party Committee, and the Provincial Party Congress in the fourth quarter of 2024. In December 2024, the province will submit the proposal for appraisal. Subsequently, the specialized agencies and consulting units will incorporate the appraisal comments from the central ministries and sectors before submitting it to the Prime Minister for approval in the first quarter of 2025.
