On November 7, the Ha Nam Provincial Police announced that they had initiated legal proceedings and arrested three individuals, namely Lường Văn Luyến (DOB: 1970, residing in Chiềng Ly, Thuận Châu, Son La), Nguyễn Đăng Tường (DOB: 1986), and Phạm Văn Phàm (DOB: 1974), both residing in Dũng Tiến, Thường Tín, Hanoi. They are charged with the crime of “Smuggling.”

Prior to this, on October 25, the Criminal Police Department (Ha Nam Provincial Police) in coordination with the Phu Ly City Police apprehended Lường Văn Luyến and Nguyễn Đăng Tường in possession of six bars and two pieces of gold weighing a total of 6,474.6 grams at the Phu Ly Station area (under the jurisdiction of Hai Ba Trung Ward, Phu Ly City).

Over 6kg of gold involved in the case

During the investigation, Luyến and Tường initially admitted that the gold was purchased in Cambodia and then illegally transported to Vietnam, intending to sell it to Phạm Văn Phàm for profit.

As the investigation expanded, the authorities detained Phạm Văn Phàm for his involvement in the “Smuggling” offense, as stipulated in Point a, Clause 4, Article 188 of the Penal Code.

Phàm confessed that he had a prior business relationship with Lường Văn Luyến in the textile trade. While exploring the textile market in Cambodia, Phàm noticed that gold prices there were lower than in Vietnam. He then proposed to Luyến that they invest 570,000 USD in purchasing gold to make a profit. Subsequently, Phàm entrusted his nephew, Nguyễn Đăng Tường, along with Luyến, to travel to Cambodia to buy the gold and bring it back to Vietnam.

The police are currently broadening their investigation and consolidating the case file to ensure that the individuals involved are prosecuted according to the law.
