On November 15, at the appellate trial of the Ho Chi Minh City High-Level People’s Court, the court examined the case of violations that occurred at the Van Thinh Phat Group and handled the appeal petition of Do Thi Nhan, the former Chief Inspector of the State Bank of Vietnam, requesting a reduced sentence.

The original verdict by the Ho Chi Minh City People’s Court sentenced Do Thi Nhan to life imprisonment for “Taking Bribes.”

According to the representative of the Procuracy at the appellate trial, Do Thi Nhan, as the leader of the inspection team at SCB Bank, caused severe consequences through her actions. Her actions had a negative impact and went against the policies and guidelines of the State. The representative emphasized the need for a commensurate punishment.

The Procuracy agreed with the Ho Chi Minh City People’s Court in their original verdict, stating that the sentence of life imprisonment for “Taking Bribes” was appropriate given the severity of Nhan’s actions.

The representative of the Procuracy further stated that Do Thi Nhan’s actions warranted a death sentence. However, because she compensated for most of the damages before the original trial, the original trial sentenced her to life imprisonment.

At the appellate trial, Do Thi Nhan paid an additional 1 billion VND to cover the full amount of the damages caused by her actions. Nonetheless, the Procuracy representative stated that this did not provide sufficient grounds for reducing Nhan’s sentence.

Based on the above assessment, the Procuracy representative proposed that the appellate trial court reject the appeal and uphold the sentence of life imprisonment for “Taking Bribes” for Do Thi Nhan.

Do Thi Nhan’s violations included accepting money from Truong My Lan, the former chairman of Van Thinh Phat Group, through Vo Tan Hoang Van, the former general director of SCB Bank. This was done to cover up SCB Bank’s violations. Subsequently, Nhan instructed her subordinates to modify the inspection conclusions, resulting in a failure to prevent SCB Bank’s violations in a timely manner.

Specifically, following Truong My Lan’s instructions, Vo Tan Hoang Van, along with his driver, used a car to transport 5.2 million USD to Do Thi Nhan’s office at the State Bank of Vietnam headquarters and her private residence on multiple occasions.

On March 22, 2018, Van delivered 200,000 USD to Nhan at her office. In early October 2018, Van and his driver went to Nhan’s private residence in the Trung Hoa area (Cau Giay District, Hanoi) and gave her an additional 2 million USD. A few days later, Van returned to Nhan’s house and delivered another 2 million USD. Towards the end of 2018, Van once again visited Nhan and gave her 1 million USD.
