The Hanoi People’s Committee has recently announced that the progress of the departments and units in charge of the construction of the South Axis Road Project in former Ha Tay province is slow and needs to be expedited to ensure completion by 2025.

The announcement follows previous directives from the Hanoi People’s Committee and the Hanoi City Council to address obstacles and resume construction in the first quarter of 2023, with a completion target of 2025. However, the progress of the departments and units involved has been sluggish.

The Hanoi leadership has instructed the relevant departments and units to complete land clearance by the first quarter of 2024 to ensure the overall project timeline remains on track for completion in 2025.

Regarding the adjustment of the investment project for the South Axis Road in the form of a Build-Transfer (BT) contract, the Hanoi People’s Committee has instructed the Department of Planning and Investment to proactively guide the units involved to complete the necessary procedures for the early appraisal and approval of the project adjustment after incorporating feedback from relevant ministries. This ensures a solid legal foundation for the investment project.

Concerning the extension of the BT contract and approval of the construction design drawings, the Hanoi People’s Committee has directed the Department of Transport to promptly finalize the procedures and sign the appendix to extend the BT contract with the investor and the project enterprise. The target completion time for this task is June 2023.

Regarding land clearance for the BT project, the Hanoi People’s Committee has instructed the People’s Committees of Ung Hoa and Phu Xuyen districts to expedite and actively complete the remaining land clearance for phase 2 of the investment project (14km through the two districts). The target is to finish land clearance by the first quarter of 2024 to ensure the overall project timeline.

The South Axis Road BT Project has a total investment of over VND 6,067 billion. The investment funds are offset by the land use value of three projects: Thanh Ha A Urban Area (195.5ha), Thanh Ha B Urban Area (193.22ha), and My Hung Urban Area (182ha).

Two units are involved in the implementation of this project: the investor, Transportation Construction Corporation 5, and the project enterprise, Cienco 5 Land Development Joint Stock Company.

The BT project, which began in 2008, has completed only 19.9km, with 21.6km still in the land clearance phase. As a result, the project is currently more than nine years behind schedule.
