The National Assembly Standing Committee recently considered and decided on the rearrangement of district- and commune-level administrative units (merging of districts and communes) for the 2023–2025 period in 12 provinces and cities. The provinces and cities include: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, and Vinh Phuc.
In Hanoi, 109 commune-level units will be rearranged to form 56 new ones, resulting in a net decrease of 53 commune-level units. Ho Chi Minh City will rearrange 80 wards to form 41 new wards, resulting in a decrease of 39 wards.
The resolutions will take effect from January 1, 2025.
Previously, at the 16th meeting in 2024, with the unanimous approval of the delegates present, the Hanoi People’s Council passed the proposal to rearrange district- and commune-level administrative units for the 2023–2025 period.
The Hanoi People’s Council agreed with the proposal to rearrange the commune-level administrative units under 20 districts, suburban districts, and towns in the city.
The number of commune-level administrative units to be reduced after the rearrangement is 61, including 46 communes and 15 wards. This figure is lower than the initial proposal (a reduction of 70 units) because three districts, Dan Phuong, Hoai Duc, and Thanh Tri, will not be merged during this phase. They will be included in the proposal to build districts that will become urban districts in the future.
The proposal was passed to merge and rearrange many wards in Hanoi’s six central districts:
Ba Dinh District: Merge the entire natural area and population of Nguyen Trung Truc and Truc Bach wards to form Truc Bach Ward.
Dong Da District: Merge the entire natural area and population of Kham Thien and Trung Phuong wards to form Kham Thien Ward;
Merge a part of the natural area and population of Nga Tu So Ward with the entire natural area and population of Khuong Thuong Ward to form Khuong Thuong Ward;
Merge the remaining part of Nga Tu So Ward’s natural area and population with the entire natural area and population of Thinh Quang Ward to form Thinh Quang Ward;
Merge a part of the natural area and population of Trung Tu Ward with the entire natural area and population of Phuong Lien Ward to form Phuong Lien – Trung Tu Ward;
Merge the remaining part of Trung Tu Ward’s natural area and population with the entire natural area and population of Kim Lien Ward to form Kim Lien Ward;
Merge the entire natural area and population of Quoc Tu Giam and Van Mieu wards to form Van Mieu – Quoc Tu Giam Ward.
Ha Dong District: Merge the entire natural area and population of yet Kiêu, Nguyễn Trãi, and Quang Trung wards to form Quang Trung Ward.
Hai Ba Trung District: Merge the entire natural area and population of Dong Mac and Dong Nhan wards to form Dong Nhan Ward;
Merge a part of the natural area and population of Cau Den Ward with the entire natural area and population of Bach Khoa Ward to form Bach Khoa Ward;
Merge the remaining part of Cau Den Ward’s natural area and population with the entire natural area and population of Thanh Nhan Ward to form Thanh Nhan Ward;
Merge the entire natural area and population of Quynh Loi and Bach Mai wards to form Bach Mai Ward.
Long Bien District: Merge a part of the natural area and population of Sai Dong Ward with the entire natural area and population of Phuc Dong Ward to form Phuc Dong Ward;
Merge the remaining part of Sai Dong Ward’s natural area and population with the entire natural area and population of Phuc Loi Ward to form Phuc Loi Ward.
Thanh Xuan District: Merge the entire natural area and population of Thanh Xuan Nam and Thanh Xuan Bac wards to form Thanh Xuan Bac Ward;
Merge the entire natural area and population of Kim Giang and Ha Dinh wards to form Ha Dinh Ward.
Ho Chi Minh City Merges 80 Wards
In Ho Chi Minh City, according to the proposal submitted to the City People’s Committee and then to the Government for consideration and submission to the National Assembly Standing Committee for approval, the city identified 120 administrative units that need to be rearranged, including 119 wards and one town.
However, due to specific factors, 42 wards and one town will not be merged, and three adjacent wards will only have their boundaries adjusted.
From 2023 to 2025, Ho Chi Minh City will merge 80 wards belonging to 10 districts to form 38 new wards, reducing the number of wards by 39 compared to the present. Compared to the initial proposal, which extended until 2030, the time frame for the rearrangement has been shortened.
After the rearrangement, Ho Chi Minh City will have 22 district-level administrative units (16 districts, one city, and five districts) and 273 commune-level administrative units (210 wards, five towns, and 58 communes).
The proposal to merge 80 wards in Ho Chi Minh City:
District 3: Merge Ward 9 and 10 to form Ward 9; merge Ward 13 and 12 to form Ward 12. District 4: Merge Ward 6 and 9 to form Ward 9; merge Ward 8 and 10 to form Ward 8; merge Ward 14 and 15 to form Ward 15. District 5: Merge Ward 2 and 3 to form Ward 2; merge Ward 5 and 6 to form Ward 5; merge Ward 7 and 8 to form Ward 7; merge Ward 10 and 11 to form Ward 11.
District 6: Merge Ward 2, 6, and a part of Ward 5 to form Ward 2; merge Ward 1, 3, and 4 to form Ward 1; merge Ward 9 and a part of Ward 5 to form Ward 9; merge Ward 11 and a part of Ward 10 to form Ward 11; merge Ward 14 and a part of Ward 13 to form Ward 14. District 8: Merge Ward 1, 2, and 3 to form a new ward named Rach Ong; merge Ward 8, 9, and 10 to form a new ward named Hung Phu; merge Ward 11, 12, and 13 to form a new ward named Xom Cui.
District 10: Merge Ward 6 and 7 to form Ward 6; merge Ward 5 and 8 to form Ward 8; merge Ward 10 and 11 to form Ward 10. District 11: Merge Ward 1 and 2 to form Ward 1; merge Ward 4, 6, and 7 to form Ward 7; merge Ward 8 and 12 to form Ward 8; merge Ward 9 and 10 to form Ward 10; merge Ward 11 and 13 to form Ward 11.
Binh Thanh District: Merge Ward 5 and a part of Ward 6 to form Ward 5; merge Ward 7 and a part of Ward 6 to form Ward 7; merge Ward 11 and a part of Ward 13 to form Ward 11; merge Ward 2 and 15 to form Ward 15; merge Ward 19 and 21 to form Ward 19; merge Ward 14 and 24 to form Ward 24.
Go Vap District: Merge Ward 1, 4, and 7 to form Ward 1; merge Ward 8 and 9 to form Ward 8; merge Ward 14 and a part of Ward 13 to form Ward 14; merge Ward 15 and a part of Ward 13 to form Ward 15.
Phu Nhuan District: Merge Ward 3 and 4 to form Ward 4; merge Ward 15 and 17 to form Ward 15.
