The Cap Padaran Mui Dinh tourism area is located in Phuoc Dinh commune, Thuan Nam district, Ninh Thuan province. It spans an area of nearly 358.2 hectares. The expected number of tourists and staff is 35,036 tourists/day and 26,277 staff (3 shifts). The total expected investment for the project is VND 4,725 billion. Of this, approximately VND 90.5 billion will be allocated for environmental protection structures.
The project was approved for investment in mid-2017. The previous investor only installed a construction site office and an internal road for construction purposes and did not build any project structures. The project officially came into the hands of Cap Padaran Mui Dinh JSC (with Mr. Nguyen Duc Chi as General Director and Mr. Thang Van Luong as Chairman of the Board) in December 2022. Since then, there has been no change in progress compared to the previous owner. Cap Padaran Mui Dinh aims to complete all legal procedures by December this year. It is planned to be constructed in 4 phases and fully operational by October 2032.
Project Implementation Progress

Phase 1 involves the construction of the Bai Trang Resort, which includes tourist apartments combined with commercial services, restaurants, a conference center, and an amusement park. Phase 2 will focus on the construction of the central resort area, comprising commercial tourist apartment complexes, restaurants, bars, luxury tourist apartment hotels, and tourist apartments combined with commercial services. Phase 3 will include the construction of staff housing, clubs, and technical infrastructure, featuring apartment blocks for employees, clubhouses, and tourist apartment complexes combined with commercial services. Phase 4 will encompass the development of the San Ho tourist villa area, a coastal protection park, a natural landscape area, seaside restaurants, and tourist apartments combined with commercial services.
The project’s planned area, announced in mid-2017, was over 766 hectares. However, the People’s Committee of Ninh Thuan province later reduced the project’s area to approximately 358.2 hectares after excluding forest land and sand dune conservation areas.
On July 18, 2024, the People’s Committee of Ninh Thuan province issued a document reporting and explaining the appraisal opinion on the conversion of 45 hectares of coastal protective forest land in Thuan Nam district for the implementation of the project. This was also one of the contents that the investor had to present in the EIA report, which is currently being consulted.

Within the project area, about 81.6 hectares are included in the Planning for Exploration, Mining, Processing, and Utilization of Titanium Ore. This portion has been approved for exclusion from the Planning for Exploration, Mining, Processing, and Utilization of Titanium Ore Phase 2 by the Prime Minister, considering the period up to 2030.
Currently, the People’s Committee of Ninh Thuan province has allocated nearly 228.4 hectares of land for the project, and the remaining area is undergoing procedures for land allocation according to regulations.

The land use structure of the project reveals that over 36.1 hectares are allocated for resort villas, 50.3 hectares for hotels, nearly 7 hectares for commercial services and adjacent houses, 14.4 hectares for commercial services, nearly 177.3 hectares for parks, entertainment, greenery, and water surfaces, 78.8 hectares for parks and greenery within the functional areas, and 36 hectares for water surfaces, among other land uses.
The main structures are expected to include the San Ho tourist villa area, the LK01 tourist apartment complex with 295 units and a maximum height of 4 stories; VI02 tourist villas and tourist villas combined with commercial services with 86 units; H01, H02, H03, H04, H05, and H06 tourist apartment complexes with 2,831 rooms (apartments) and a maximum height of 16 to 25 stories;
