On November 18, 2024, Chairman of the National Assembly Tran Thanh Man signed Resolution No. 1297 of the Standing Committee of the National Assembly, establishing the Steering Committee for the summation of the implementation of Resolution No. 18 dated October 25, 2017, of the 12th-term Party Central Committee on “Some issues about continuing to renew and rearrange the organization of the political system.” This system should be streamlined and operate more efficiently and effectively within the National Assembly’s agencies, the agencies under the Standing Committee of the National Assembly, and the Office of the National Assembly.

According to the resolution, Mr. Tran Thanh Man, Chairman of the National Assembly, is the Head of the Steering Committee. Ms. Nguyen Thi Thanh, Vice Chairwoman of the National Assembly, is the Standing Vice Head of the Steering Committee. Vice Chairmen of the National Assembly, including Mr. Nguyen Khac Dinh, Mr. Nguyen Duc Hai, and Mr. Tran Quang Phuong, are Vice Heads of the Steering Committee. Members of the Standing Committee of the National Assembly are also members of this Steering Committee. The Committee on Delegates’ Affairs is the Standing Agency of the Steering Committee.

The Steering Committee is tasked with directing the summation of the implementation of Resolution No. 18, dated October 25, 2017, of the 12th-term Party Central Committee. This resolution is on “Some issues about continuing to renew and rearrange the organization of the political system to be streamlined and operate more efficiently and effectively.” This task is linked to the results of the implementation of Resolution No. 56/2017/QH14 dated November 24, 2017, of the National Assembly on continuing to reform the organization of the state administrative apparatus to be streamlined and operate more efficiently and effectively.

The Steering Committee will also propose innovations and rearrangements to create a streamlined political system that operates with enhanced efficiency and effectiveness within the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, and the Office of the National Assembly. The outcomes will be reported to the Standing Committee of the National Assembly, the National Assembly Party Caucus, and the Central Steering Committee for submission to the Politburo and the 13th-term Party Central Committee.

Resolution No. 18, dated October 25, 2017, of the 12th-term Party Central Committee, stipulates: “Implement an increase in the ratio of full-time National Assembly deputies in accordance with the set goals; study the rational reduction of the number of National Assembly deputies who concurrently hold positions in the executive agencies.”

The resolution also requires regulating the number and ratio of leaders, permanent members, and full-time members of the Council for Ethnic Affairs and the committees of the National Assembly. This regulation should be in the direction of reducing the number of deputy leaders and permanent members. At the same time, the resolution mandates the rearrangement and restructuring of the internal organization of the Office of the National Assembly towards a streamlined and efficient model.

Resolution No. 56/2017/QH14, dated November 24, 2017, of the National Assembly, on “Continuing to reform the organization of the state administrative apparatus to be streamlined and operate more efficiently and effectively,” states: “The continuation of the reform of the organization of the state administrative apparatus to be streamlined and operate more efficiently and effectively in the coming time must be carried out comprehensively and synchronously with the reform of the political system, with a specific roadmap, linked to administrative procedure reform, streamlining of personnel, and salary reform.”

One of the resolution’s solutions is to continue perfecting policies and laws on the reform of the state administrative apparatus, ensuring that they are synchronous, sufficient, and timely. It is necessary to promptly review and amend or promulgate new legal documents on the reform of the state administrative apparatus and personnel management, especially the Law on the Organization of the National Assembly, the Law on the Organization of the Government, the Law on the Organization of Local Governments, the Law on Cadres and Civil Servants, and the Law on Public Employees.

Earlier, Prime Minister Pham Minh Chinh also signed Decision No. 1403 on the establishment of the Steering Committee for the summation of the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th-term Party Central Committee’s sixth plenum on “Some issues about continuing to renew and rearrange the organization of the political system to be streamlined and operate more efficiently and effectively.”

According to the decision, the Steering Committee is responsible for studying and proposing to the Prime Minister tasks and solutions to deploy the summation of the implementation of Resolution No. 18-NQ/TW within the scope of the Government’s management. Additionally, it should propose tasks and solutions for innovating and rearranging the model of the Government, ministries, agencies under the Government, and governmental bodies to be streamlined and operate more efficiently and effectively, meeting the requirements and tasks of the new period.

The Steering Committee also researches and proposes innovations and rearrangements in the system of state administrative agencies and the development of a project to summarize 20 years of implementing the Government’s organizational model.
