On November 19, 2024, Deputy Prime Minister Bui Thanh Son signed Decision No. 1431/QD-TTg, approving the investment policy for the WHA Smart Technology – Thanh Hoa infrastructure construction and business project.
The decision clearly states approval for the investment project for the construction and business of infrastructure in the WHA Smart Technology – Thanh Hoa Industrial Park. The project investors are WHA Industrial Development 2 (SG) Pte. Ltd., WHA Industrial Management Services Vietnam Co., Ltd., and WHAUP Nghe An Joint Stock Company.
The project aims to invest in the construction and business of industrial infrastructure. According to a report by the Thanh Hoa Provincial Party Committee Office, the first phase of the WHA Smart Technology – Thanh Hoa Industrial Park infrastructure construction and business project aims to capitalize on its advantageous location with important transport hubs and favorable land for construction. It serves as a gateway to the central district of Hoang Hoa, bordering Thanh Hoa City and adjacent districts.
This area is also the intersection of transportation routes for economic regions, seaports, and airports. It is considered a region with great potential for industrial development, especially light industries, with a priority given to high-tech industries. Once completed, the industrial park will prioritize attracting foreign companies, supporting industries, and high-tech industries with advanced management, modern production technology, and environmentally friendly practices. This will contribute to the growth of management capabilities and the skill level of laborers in Thanh Hoa, facilitating access to new science and technology, and promoting economic growth, structural transformation, and urbanization.
The project will utilize 178.51 hectares of land in Hoang Quy, Hoang Quy, Hoang Xuan, and Hoang Cat communes, Hoang Hoa district, Thanh Hoa province.
The total investment capital for the project is VND 1,320 billion, equivalent to USD 55 million, of which the investors’ equity is VND 216 billion, equivalent to USD 9 million.
The project has a duration of 50 years, starting from the date of approval of the investment policy and the investors. The implementation progress of the project must not exceed 36 months from the date of land handover to the economic organization established by the investors.

The first phase, spanning 145 hectares, has completed infrastructure investment and attracted 18 secondary investors with a total registered investment of over USD 500 million, achieving a 74% occupancy rate. The second phase, covering 355 hectares, is currently under construction.
Located in North Central Vietnam, Thanh Hoa covers an area of over 11,000 square kilometers, making it the fifth-largest province in the country. It is also the most populous province, following only the two centrally-governed cities of Hanoi and Ho Chi Minh City. The Industrial Park, Spanning Nearly 290 Ha in Khanh Hoa Province, is Slated for Construction Commencement Before April 2025.
The People’s Committee of Khanh Hoa Province has urged investors, departments, sectors, and local authorities to expedite the completion of procedures for the Construction of Infrastructure for Doc Da Trang Industrial Park (Doc Da Trang Industrial Park Project) in the northern region of Khanh Hoa Province, aiming to commence construction before April 2025.
