On November 19, Chairman of the People’s Committee of Dong Nai Province, Vo Tan Duc, signed Decision No. 3479 officially approving adjustments to the general planning of Bien Hoa City, Dong Nai Province, by 2030, with a vision towards 2050.

The announced adjustments focus on the population scale and land use indicators in sub-area C4, which is part of the urban area west of the Bien Hoa – Vung Tau expressway.

The total population of the western urban area has been adjusted from 420,000 to 434,000 people, with sub-area C4 increased from 126,000 to 140,000 people.

The following adjustments have been made to land use indicators: urban residential land adjusted to 45-55m2/person; urban public service land set at 04-05m2/person; urban green space and parks allocated 08-10m2/person; and urban transport infrastructure planned for 17-20m2/person.

These adjustments aim to address shortcomings in the previous master plan approved in 2014, which did not fully incorporate detailed planning for projects already underway within sub-area C4. The adjustments also aim to align with the new development orientation of Bien Hoa City. They include:

– Delineating an area of 90 hectares where compensation and site clearance have not been completed, and excluding it from the boundaries of projects as per the directive of Deputy Prime Minister Truong Hoa Binh on March 4, 2019.

– Modifying the green space along the river, including a park with a lake, and adding concentrated green spaces in residential areas.

– Redistributing the locations of public-commercial centers to update public facilities based on detailed planning and add new public facilities in line with the new development orientation.

– Updating the existing religious and spiritual sites within the urban area.

As a result of these planning updates, the area of some land plots has changed. Specifically, the planned urban area has increased by approximately 166.8 hectares, while the green space along the river has decreased by 251.3 hectares. The area for parks and open spaces has increased by 35.6 hectares, while the area for streams and water bodies has decreased by 6.8 hectares. The land allocated for urban public-commercial centers has increased by 1.5 hectares, while the land for tourism has decreased by 4.1 hectares. The area for religious sites has increased by 2.6 hectares, and the land for transport infrastructure and urban technical infrastructure has increased by 55.7 hectares.

To implement these changes, the People’s Committee of Dong Nai Province has instructed the People’s Committee of Bien Hoa City to update and incorporate these adjustments into the master plan for Bien Hoa City by 2035, with a vision towards 2050. They are also responsible for publicly announcing the planning adjustments as per regulations.

It is known that sub-area C4 in Bien Hoa City is home to several key projects of prominent real estate developers, including the Long Hung Residential Area (227 hectares) and the Cu Lao Phuoc Hung Urban and Commercial Services Area (286 hectares) by the Dong Nai General Agricultural Services Cooperative Union (DonaCoop); the Dong Nai Waterfront urban area (170 hectares) by Nam Long Investment Joint Stock Company (NLG); and the Aqua City urban area (305 hectares) by Novaland (NVL).

Following this decision by the People’s Committee of Dong Nai Province, NVL considers it an important legal step towards unblocking projects of multiple enterprises. It paves the way for the completion of adjustments to the planning of sub-area C4 and detailed planning of the Aqua City project, which is expected to be finalized by early 2025.
