Notable Achievements in Agricultural Production
Hòa Bình Province has demonstrated remarkable progress in its agricultural endeavors over the past nine months, with a GRDP growth rate of 7.11% compared to the same period last year. This growth encompasses a 4.3% increase in agriculture, forestry, and fisheries; an 8.38% rise in industry and construction (with industry alone contributing 8.52%); a 7.22% surge in services; and a 4.99% increase in tax revenue.
A breakdown of the economic structure reveals that agriculture, forestry, and fisheries account for 16.5% of the GRDP, while industry and construction make up 46.28%, services contribute 32.41%, and tax revenue stands at 4.81%.
Local authorities have demonstrated unwavering commitment to agricultural production, ensuring timely cultivation and adopting diverse approaches to crop cultivation. The province has witnessed the expansion of interconnected production and consumption models, prioritizing food safety, which have been implemented across districts and cities. Significant strides have been made in product consumption, with key products exported to markets in the Netherlands and South Korea.
Additionally, the province has maintained stability in livestock farming and promoted the development of fish cage culture in large water bodies and specialty aquaculture in pond areas, in line with the restructuring of the fisheries sector. Considerable emphasis has been placed on ensuring food safety and quality in agricultural, forestry, and aquatic products.
Hòa Bình has also excelled in forest management, protection, and sustainable development, with a focus on production forests. Efforts to prevent forest fires have been intensified, resulting in a forest coverage rate of 51.61%, surpassing the Provincial Party Committee’s resolution target for 2024. The province has successfully safeguarded hydraulic and dike structures during the rainy season, conducting regular and surprise inspections of Grade III and IV dikes. Special attention has been given to flood and storm prevention, as well as search and rescue operations. Localities have actively promoted the National Target Program for New Rural Development.
In the past nine months, two communes in the province have been recognized as advanced new rural communes. Currently, Hòa Bình boasts 80 new rural communes, accounting for over 62% of the total. The average number of new rural criteria per commune in the province has reached 16.2, with 30 advanced new rural communes, one model new rural commune, 75 model residential areas, 258 model gardens, and three districts and cities completing the new rural construction task.
Robust Growth in Industrial Production
The mining and manufacturing industries in the province have exhibited impressive growth rates, estimated at 25% and 15%, respectively, along with a notable increase in the production and distribution of electricity, gas, hot water, and steam. Electricity production in the first nine months of the year is estimated at 7,142.8 million KWh, achieving 81.10% of the annual plan and representing an 8.6% increase compared to the same period last year. Commercial electricity is estimated at 1,081.8 million KWh, reaching 78.39% of the annual plan and reflecting an 11.17% year-on-year increase.
Hòa Bình has actively implemented the Program for Stabilizing Market Supply and Demand and Commodity Prices in the province. This has involved rigorous monitoring and supervision of market activities related to pricing, product quality, and food safety regulations.
Total retail sales of goods and services in the first nine months of 2024 are estimated to have increased by 19.33% compared to the same period last year. Specifically, other services grew by 31.27%, catering and accommodation services by 21.15%, and retail sales of goods by 15.07%.
In terms of export turnover, the province has achieved an estimated USD 1,478 million, reflecting a 20.7% increase compared to the same period last year and fulfilling 73.92% of the Provincial Party Committee’s resolution for 2024. Import turnover is estimated at USD 1,031 million, representing a 15.09% year-on-year increase and reaching 74.93% of the resolution’s target.
The province’s tourism sector has witnessed significant growth, attracting approximately 3.6 million visitors, a 7.9% increase compared to the previous year. This includes an estimated 380,000 international visitors and 3,220,000 domestic tourists. Tourism revenue is estimated at VND 3,700 billion, an 18.9% increase compared to the same period last year, and reaching 80.4% of the annual plan.
Hòa Bình has also prioritized employment, sustainable poverty reduction, and social security. In the first nine months of 2024, a total of VND 37,020 million was allocated to support the construction of 601 new houses and the repair of 257 houses. The province has effectively implemented social insurance and unemployment insurance programs. As of September 30, 2024, the total number of people participating in health insurance is estimated at 831,843, with a health insurance coverage rate of 94.02%.
Implementing Flexible and Contextual Solutions
The remarkable achievements outlined above are a testament to the dedication and adaptability of the province’s sectors and localities. They have closely followed the guidance of central authorities and the province, implementing flexible and contextually appropriate solutions that have left a lasting impact on agricultural and industrial production.
From the outset of 2024, the province has directed the implementation of policies encouraging farmers to adopt new technologies and providing skill enhancement training for workers. Infrastructure upgrades and expedited investment projects in irrigation and rural road systems have facilitated the transportation and consumption of agricultural products.
Additionally, Hòa Bình has prioritized diversifying its product offerings, enabling farmers to transition to a more varied range of crops and livestock to meet the demands of both domestic and international markets. The province has actively promoted its products and forged collaborations with businesses within and outside the province, securing stable outlets for Hòa Bình’s agricultural produce, especially specialty products like sticky rice, vegetables and fruits, and OCOP products.
The stability in agricultural, forestry, and fisheries production has not only brought economic benefits to the people but has also improved their livelihoods, created employment opportunities, and contributed to the overall development of Hòa Bình Province.
In the final months of 2024, Hòa Bình will remain focused on key tasks and solutions to steer socio-economic development, budget estimates, and improvements in the business environment and competitiveness.
The province will prioritize completing the Plan for Implementing the Provincial Master Plan until 2030, with a vision towards 2050, for approval by competent authorities. Efforts will be made to expedite public investment disbursement, ensuring adherence to the timelines set by the Provincial Party Committee and the People’s Committee.
Furthermore, Hòa Bình will continue to address challenges, streamline administrative procedures, and foster a conducive environment for production and business activities. The province will also focus on attracting investment to stimulate economic growth, striving to achieve the highest possible growth rate for 2024.
The province is committed to rigorously implementing solutions and measures to enhance revenue management, prevent revenue loss, and ensure timely and accurate collection of taxes in accordance with regulations. Efforts will be directed towards maximizing revenue collection for the state budget in 2024.
