On November 21, 2024, in Hanoi, the Department of Examination and Treatment Management under the Ministry of Health, in collaboration with the United Nations Development Program (UNDP) and the Korea International Health Care Organization (KOFIH), officially launched the project โTelemedicine Application to Enhance Access to Health Services for Vulnerable Groups in Vietnam.โ
Dr. Ha Anh Duc, Director of the Department of Examination and Treatment Management, stated that Vietnam has made significant achievements in improving the quality and accessibility of health services. However, people in remote and mountainous areas, ethnic minorities, and those affected by climate change still face challenges. The project aims to address these limitations through remote medical examinations and treatments, focusing on 10 provinces: Ha Giang, Bac Kan, Lang Son, Lao Cai, Lai Chau, Yen Bai, Tay Ninh, Hau Giang, Ben Tre, and Ca Mau.
โBased on the positive results of this collaborative program, the Ministry of Health has coordinated with KOFIH Korea and through UNDP to mobilize resources with a total non-refundable aid of over 2.3 million USD to implement the project: โTelemedicine Application to Enhance Access to Health Services for Vulnerable Groups in Vietnamโ in 10 difficult provinces, remote and mountainous areas.โ

By using the remote medical examination and treatment system, โDoctor for Every Home,โ more than 1.3 million people have been connected to health facilities, and over 3,000 medical staff have been trained on the system. The project will continue to upgrade information technology infrastructure, train doctors, and integrate the remote medical examination and treatment system, โDoctor for Every Home,โ into the VTelehealth platform.

Since 2020, to enhance the capacity of grassroots-level medical facilities and improve access to high-quality health services for ethnic minorities in mountainous, remote, and isolated areas, with the goal of โLeaving No One Behind,โ UNDP has accompanied the Ministry of Health in developing and implementing a program for remote medical consultation and treatment at grassroots-level medical facilities using the software โDoctor for Every Home.โ
The program has been implemented in eight provinces: Ha Giang, Bac Kan, Lang Son, Thua Thien Hue, Quang Ngai, Binh Dinh, Dak Lak, and Ca Mau, and has achieved positive results.

Ms. Ramla Khalidi, Resident Representative of UNDP in Vietnam, emphasized, โTogether with the Ministry of Health and KOFIH, our goal is to ensure that no one, especially those in remote and vulnerable areas affected by climate change, is left behind in accessing essential health services. This project clearly demonstrates how digital technology can improve the quality of healthcare at the grassroots level, helping to improve the health of the most vulnerable groups.โ
According to Ms. Kyungnam Ryu, Representative of KOFIH in Vietnam, the project aims to provide vulnerable groups in Vietnam with better access to health services and establish a sustainable cooperation model in the field of digital health, in line with the national digital transformation strategy and important agreements reached at the Korea-Vietnam Summit in 2021.
โActivities such as providing information technology equipment, upgrading the remote medical examination and treatment system, and training human resources have been and are being implemented, contributing to the projectโs positive and sustainable results in the future,โ shared Ms. Kyungnam Ryu.
