On November 24, the Forum “President of the Vietnam Farmers’ Union – Minister of Natural Resources and Environment listens to farmers” was held in Hanoi.
The event was organized by the Central Committee of the Vietnam Farmers’ Union in collaboration with the Ministry of Natural Resources and Environment (MONRE) with the theme: “Unlocking land resources, towards NetZero goals, and protecting the rural environment.”

At the Forum, Mr. Nguyen Manh Hieu, Chairman of Phu Yen Farmers’ Union, Phu Xuyen District, Hanoi, asked about the phenomenon of land auction, which drives up land prices artificially.
According to Mr. Hieu, in recent times, many localities such as Me Linh, Hoai Duc, and Thanh Oai have auctioned land use rights, and there has been a significant land fever, with prices reaching over VND 100 million per square meter in some places.
“The policy of land auction is correct, but there are also concerns that many individuals take advantage of this process to inflate land prices, making it difficult for low-income families to purchase land for building houses and splitting the household registry for their children,” said Mr. Hieu.
Mr. Dao Trung Chinh, Director of the Department of Land Planning and Development under MONRE, informed that the department is conducting inspections and audits of land auctions in several localities, and any violations will be transparently disclosed.
Regarding land auctions, Minister of MONRE Do Duc Duy proposed solutions to overcome obstacles and shortcomings and address cases of land auction manipulation for profit.
Accordingly, he recommended that the Government direct localities to synchronously implement solutions to rectify and discipline land auction activities and strictly handle individuals who take advantage of land auctions to inflate prices and profit.
Localities should strictly adhere to the Laws on Auction, State Property, Pricing, and Land of 2024.
They should also ensure transparency in land use plans and urban planning, especially in auction areas, and make reasonable adjustments to land prices in the land price framework as a basis for determining land auction prices.
In addition, localities need to strengthen solutions to provide an adequate supply of land and housing that meets the needs of the majority of the population, at reasonable prices that people can afford, to prevent an imbalance in the supply and demand of land and housing…
The auction regulations could include a provision to shorten the time for payment of the auction price, while also disclosing cases of high auction winners who forfeit their deposits to prevent profiteering.
Especially, strengthen inspection and strictly handle violations to overcome the situation that has occurred in the recent past in the outskirts of Hanoi.
