On behalf of the National Assembly Standing Committee, Chairman of the National Assembly Tran Thanh Man has signed and issued Resolution No. 1286/NQ-UBTVQH15 dated November 14, 2024, on the rearrangement of Hanoi’s communal-level administrative units for the 2023-2025 period.

The Resolution stipulates the rearrangement of 109 communal-level administrative units to form 56 new ones across 20 districts, counties, and towns.

Following the rearrangement, Hanoi will comprise 30 district-level administrative units, including 12 districts, 17 counties, and 1 town. There will also be 526 communal-level administrative units, consisting of 160 wards, 345 communes, and 21 townships. The Resolution will come into effect on January 1, 2025.

As per the Resolution, Hanoi will establish two new wards: Van Mieu-Quoc Tu Giam and Phuong Lien-Trung Tu, both located in the Dong Da district. According to the 2023 Statistical Yearbook, Dong Da is the most densely populated district in Hanoi.

Specifically, Hanoi will merge the entire Quoc Tu Giam Ward and Van Mieu Ward to create the new Van Mieu-Quoc Tu Giam Ward. Quoc Tu Giam Ward has a natural area of 0.19 square kilometers and a population of 7,810 people, while Van Mieu Ward spans 0.29 square kilometers and is home to 9,393 residents.

Post-establishment, the Van Mieu-Quoc Tu Giam Ward will cover an area of 0.48 square kilometers and accommodate a population of 17,203 individuals.

The Van Mieu-Quoc Tu Giam Ward will share borders with the wards of Cat Linh, Hang Bot, Kham Thien, O Cho Dua, and Van Chuong, as well as the districts of Ba Dinh and Hoan Kiem.

In addition to the Van Mieu-Quoc Tu Giam Ward, Hanoi will also establish the Phuong Lien-Trung Tu Ward by adjusting a portion of the natural area (0.17 square kilometers) and population (4,924 people) of the Trung Tu Ward and incorporating it into the Phuong Lien Ward.

Following its establishment, the Phuong Lien-Trung Tu Ward will cover an area of 0.61 square kilometers and have a population of 19,844 people.

The Phuong Lien-Trung Tu Ward will be bordered by the wards of Kim Lien, Kham Thien, Nam Dong, Phuong Mai, Quang Trung, and Tho Quan, as well as the Hai Ba Trung district.

Furthermore, in the Dong Da district, the entire Trung Phung Ward will be merged into the Kham Thien Ward, the Nga Tu So Ward will be incorporated into the Thinh Quang Ward, and the Trung Tu Ward will become part of the Kim Lien Ward.

A portion of the Nga Tu So Ward, measuring 0.09 square kilometers in area and housing 2,476 people, will be adjusted and incorporated into the Khuong Thuong Ward. Post-adjustment, the Khuong Thuong Ward will span 0.43 square kilometers and be home to 15,727 residents. Following these changes, the Dong Da district will consist of 17 wards.

The National Assembly Standing Committee assigns the Government, the People’s Council, the People’s Committee of Hanoi, and relevant agencies and organizations with the responsibility of organizing the implementation of this Resolution, rearranging and consolidating local agencies and organizations, and ensuring the stability of local people’s lives while promoting socio-economic development, national defense, and security in the area.

The National Assembly Standing Committee requests that the Government direct relevant ministries and the Hanoi authorities to continue studying and formulating appropriate rearrangement plans for administrative units that fall under the scope of rearrangement but have not been rearranged during the 2023-2025 period. They are also tasked with determining the roadmap for fulfilling the necessary standards and conditions to ensure the successful implementation of rearrangement in the following years, in accordance with regulations.

The Council for Ethnic Affairs, the Committees of the National Assembly, and the Delegation of National Assembly deputies of Hanoi, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
