On November 29, the 19th Ha Tinh Party Committee held its 53rd meeting to discuss and provide opinions on several matters within its purview.

Delegates monitoring the agenda items at the conference

During the conference, the Party Committee of the Provincial People’s Committee presented and sought opinions on the following key matters: the proposal to establish Ky Anh City, the investment plan for an electric vehicle manufacturing factory in Vung Ang Economic Zone, and the draft resolution on preferential land rent exemption policies for investment projects in production and business fields within the province’s prioritized sectors or regions.

Ky Anh, a southern city in the province, holds significant importance not only for Ha Tinh’s urban system but also for the larger context of the North Central region and the nation as a whole.

Transforming Ky Anh into a provincial city by 2025, envisioned as a civilized and modern urban center, is aligned with the province’s development orientation outlined in the resolution of the 19th Ha Tinh Party Congress. The Ha Tinh Planning for the period of 2021-2030, with a vision towards 2050, clearly states: “Ky Anh is a type II city and is expected to become a provincial city by 2025.”

The proposed electric vehicle manufacturing factory, with a total investment of VND 7,300 billion, will be developed by Vinhomes Ha Tinh Industrial Investment Joint Stock Company. The project is designed with an annual production capacity of 400,000 vehicles.

The initial research proposal for the electric vehicle manufacturing factory was previously agreed upon by the Provincial Party Committee Standing Board in Document No. 2685-CV/TU dated October 10, 2024. Upon reviewing the specific investment plan, it was evident that the project aligns with the orientation for the development of the Vung Ang Economic Zone as per the provincial master plan approved by the Prime Minister, Resolution No. 09/NQ-TU dated November 22, 2021, of the Provincial Party Congress, and relevant plans and programs.

The delegates also discussed the draft resolution on deciding preferential land rent exemption policies for investment projects in production and business fields within the province’s prioritized sectors or regions.

Speaking at the conference, Mr. Tran The Dung, Permanent Deputy Secretary of the Provincial Party Committee, and Mr. Vo Trong Hai, Chairman of the Provincial People’s Committee, analyzed and clarified various aspects related to the proposal for establishing Ky Anh City, the necessity of land rent exemption policies for eligible investment projects, and the opportunities and significance of the electric vehicle manufacturing factory project for local socio-economic development.

The Permanent Deputy Secretary of the Provincial Party Committee and the Chairman of the Provincial People’s Committee requested the People’s Committee to finalize the resolution for submission to the Provincial People’s Council and expedite the implementation of subsequent steps for the proposed policies.

The conference chairs also provided feedback on the reports presented by the Party Committee of the Provincial People’s Committee, emphasizing the importance of these matters in alignment with the province’s socio-economic development orientation.

At the conference, the members of the Provincial Party Committee expressed their consensus and strong agreement with the contents and proposals presented by the Party Committee of the Provincial People’s Committee.
