In November 2024, the Embassy of India in Vietnam, the Indian Chamber of Commerce in Vietnam (INCHAM), and Indian businesses attended the “Meet India 2024” conference in Hoa Binh.
High-quality tourism is one of the main pillars of growth in Hoa Binh province. This sector also has great potential for cooperation with the Indian market. Mr. Bui Xuan Truong, Deputy Director of the Department of Culture, Sports and Tourism of Hoa Binh province, shared that Hoa Binh is the cradle of prehistoric humans, famous for its archaeological sites from the Paleolithic era, recognized by archaeologists worldwide, who named the culture after the province as the “Hoa Binh Culture.”
POTENTIAL FOR COLLABORATION IN TOURISM AND HIGH-TECH AGRICULTURE
The province has 173 historical and cultural relics, scenic landscapes, and protected sites, including one special national relic, 40 national-level relics, 53 provincial-level relics, and numerous caves containing archaeological traces of the “Hoa Binh Culture.” It also boasts four nature reserves with rich biodiversity and abundant flora and fauna.
As of now, there are 563 accommodation facilities in the province, offering over 5,300 rooms; ten local tourist attractions; and one provincially recognized tourist area. The province also has hot spring water sources in Kim Boi, Lac Son, and Yen Thuy, which are resources for developing eco-tourism, resorts, and medical treatment facilities.
Hoa Binh Lake covers an area of 8,000 hectares, with a capacity of 9.5 billion cubic meters, and features numerous large and small islands, creating a picturesque riverine landscape. The lake has the potential for tourism development, as recognized by the Prime Minister, who approved its planning to become a national tourist area. The province is currently working on the criteria and expects to receive official recognition in 2025.
In recent years, Hoa Binh’s tourism industry has grown steadily at a rate of over 10%. As of now, there are 73 investment projects in the tourism sector, with a total registered investment capital of over VND 38,000 billion.
The province is inviting domestic and foreign investors to survey and research investment projects in tourism. In particular, we are seeking investments in tourism resorts, sports, entertainment, and recreational facilities on Hoa Binh Lake and in several districts, including Tan Lac, Lac Son, Cao Phong, and Kim Boi.

Based on the potential, strengths, and capabilities of Hoa Binh’s tourism industry, Mr. Truong expressed his desire to cooperate with India in tourism development through information exchange on state management and coordination in organizing tourism events.
The province, along with the Embassy of India, will encourage tourism businesses to participate in tourism events, conferences, seminarssection to be translated into Englishs, and major festivals organized by Hoa Binh and India.
Additionally, in collaboration with INCHAM, we will organize Famtrip delegations to Hoa Binh’s destinations to invite Indian businesses to survey and develop tourism programs.
Apart from tourism cooperation, Mr. Nguyen Hong Yen, Head of the Plant Protection and Cultivation Department of the Department of Agriculture and Rural Development of Hoa Binh province, emphasized that Hoa Binh and India also have many opportunities for collaboration in agriculture development.
Hoa Binh is capable of exporting its strong products to India, including fruits, agricultural products, wood products, plywood, and processed medicinal materials. Many products from the province are already present in major markets, such as North America, Europe, and Asia.
Mr. Yen particularly highlighted three potential products of Hoa Binh that are in demand for cooperation with Indian businesses: grapefruit, oranges, and sugarcane. PROPOSAL FOR COLLABORATION IN ESTABLISHING A PHARMACEUTICAL FACTORY MEETING PIC/S-GMP OR EU-GMP STANDARDS
India is one of the leading providers of generic drugs and pharmaceutical raw materials used in Vietnam. Products manufactured in India account for a significant proportion of the pharmaceutical items circulating in Vietnam. Ms. Bui Thu Hang, Director of the Department of Health of Hoa Binh province, stated that the province wishes to cooperate with Indian businesses in the medical and pharmaceutical sector to leverage its existing advantages.
Recalling the state visit to India from July 30 to August 1, 2024, Ms. Hang mentioned that Minister of Health Dao Hong Lan directly communicated with Indian pharmaceutical businesses and invited them to visit, work, and discuss cooperation areas in Vietnam. This lays the foundation for further strengthening cooperation in traditional medicine and pharmaceuticals between Vietnam and India.
Based on the agreed government cooperation orientation between the two countries in the health sector, Ms. Hang proposed collaborating with Indian investors to establish a pharmaceutical factory meeting PIC/s-GMP or EU-GMP standards in Hoa Binh province.
According to the leader of the Hoa Binh Department of Health, being adjacent to Hanoi, the province has convenient transportation and can easily access a skilled pharmaceutical workforce. It also has a market for output and export connections.
Additionally, Hoa Binh is located in the northwestern region, serving as a gateway for exchanges between the Red River Delta, North-Central Coast, and Northwest regions. Moreover, among the six provinces in the Northwest region, none have a pharmaceutical factory that meets GMP standards, making Hoa Binh an ideal location for such an establishment.
Furthermore, the province already has industrial parks in Hoa Binh city and Luong Son district, 30-60 kilometers away from Hanoi, making it very suitable for investing in a pharmaceutical factory. Investing in a modern, non-polluting, and space-efficient pharmaceutical factory aligns with the province’s goals.

Speaking at the conference, Mr. Bui Van Khanh, Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee of Hoa Binh, affirmed, “Hoa Binh is truly a sustainable investment destination for investors. The provincial leadership is strongly committed to continuously improving infrastructure, streamlining administrative procedures, and creating the most favorable conditions to welcome Indian investors to achieve breakthrough success and long-term development in Hoa Binh.”
Through investment promotion activities and meetings with Indian partners, Hoa Binh aims to leverage India’s advanced experience and technology to boost the local economy, especially in high-tech projects.
