On December 1st, the Politburo and the Secretariat of the Party Central Committee organized a national conference to propagate and deploy the implementation of Resolution No. 18 of the Party Central Committee’s 12th term; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025, and remove bottlenecks and institutional constraints.
The conference was held in a hybrid format, combining in-person attendance with online participation from central agencies and provincial Party committees across the country.

Merging of some ministries and sectors
Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, and Head of the Central Organization Commission, conveyed the key contents and focus areas in the deployment of the summary of Resolution No. 18.
Mr. Hung introduced the plan for streamlining and reorganizing the apparatus of the political system. Regarding ministries, ministerial-level agencies, and government-affiliated agencies, he stated that the Politburo has requested to study and propose the merger and termination of operations of several ministries, ministerial-level agencies, and government-affiliated agencies.
Specifically, the proposal includes merging the Ministry of Planning and Investment with the Ministry of Finance, and the Ministry of Transport with the Ministry of Construction.
The Ministry of Information and Communications will be merged with the Ministry of Science and Technology to carry out the task of state management in the field of science and technology, digital transformation, etc. Additionally, some other tasks of the Ministry of Information and Communications will be transferred to the Ministry of Culture, Sports, and Tourism; the Ministry of Education and Training; and related agencies.
The Ministry of Natural Resources and Environment will be merged with the Ministry of Agriculture and Rural Development to execute the task of state governance in agriculture and the environment, and some other tasks will be transferred to relevant ministries and agencies.
The Politburo also proposed terminating the operations of the Ministry of Labour, Invalids, and Social Affairs, transferring its tasks to the Ministry of Home Affairs, the Ministry of Education and Training, the Committee for Ethnic Minorities, and related agencies.
Similarly, the State Capital Management Committee will cease operations, and its tasks will be transferred to the Ministry of Finance, specialized ministries, and related agencies.
The streamlining plan for the government apparatus also suggests terminating the activities of the National Financial Supervision Committee, transferring its tasks to the Ministry of Finance, the State Bank, and related agencies.
Additionally, the Government Religious Affairs Committee will be merged with the Committee for Ethnic Minorities, forming the Committee for Ethnic Minorities and Religious Affairs.
Simultaneously, there are plans to study and propose the reorganization of two science academies and two national universities to ensure efficiency and effectively fulfill research and training missions.
There is also a proposal to merge the National Academy of Public Administration into the Ho Chi Minh National Academy of Politics.
Reduction of at least 5 ministries and 2 government agencies
Furthermore, Mr. Hung mentioned that the streamlining of ministries, ministerial-level agencies, and government-affiliated agencies includes a proposal to study and suggest the termination of the General Department model under the ministries. This proposal starts with reorganizing units such as the State Treasury, General Department of Taxation, General Department of Customs, Vietnam Social Security, General Department of Civil Judgment Enforcement, General Department of Market Management, and State Bank branches in provinces and cities.
Concurrently, there are plans to continue reviewing and reorganizing the internal units of ministries, ministerial-level agencies, and government-affiliated agencies towards a streamlined and efficient structure.

Additionally, there are plans to terminate the operations of Vietnam News Agency Television, VOV Television, and VTC Television, transferring their functions and tasks to Vietnam Television. The Government will direct the Vietnam News Agency, Voice of Vietnam, and related agencies to take responsibility for reorganizing and streamlining their apparatus and personnel.
Apart from reorganization and streamlining, the proposal also emphasizes focusing on building the Vietnam News Agency as the national news agency and the Voice of Vietnam as the national radio station, concentrating on print, electronic, and audio media (VOV) to accomplish their political tasks, with their activities funded by the state budget.
At the same time, there are plans to restructure and rebuild Vietnam Television to ensure it fulfills its role as the national television station effectively, with appropriate thematic channels. There are also plans to continue reorganizing the press agencies of ministries and sectors.
The proposal for reorganizing the government apparatus also mentions reviewing and terminating the activities of all steering committees, except for those with essential functions and tasks.
According to Mr. Hung, implementing this proposal will result in a reduction of at least five ministries and two government agencies.
Currently, the government apparatus comprises 18 ministries, four ministerial-level agencies, and eight government agencies. The 18 ministries include: National Defense, Public Security, Foreign Affairs, Justice, Finance, Industry and Trade, Labor, Invalids, and Social Affairs, Transport, Construction, Information and Communications, Education and Training, Agriculture and Rural Development, Planning and Investment, Home Affairs, Health, Science and Technology, Culture, Sports, and Tourism, and Natural Resources and Environment.
