On November 14, the People’s Committee of Khanh Hoa Province issued a decision approving the adjustment of land-use characteristics in the detailed planning (at a ratio of 1/500) for the Hai Dao tourist area in Vinh Phuoc Ward, Nha Trang City. Accordingly, the People’s Committee transferred all types of land related to the form of “non-residential residential land” to “commercial, service, and tourism land” in the decisions issued in 2013, 2015, and 2017 and in the planning drawings accompanying the project.

The People’s Committee also abolished the content of regulations on the management of non-residential residential land in the above decisions.

The Hai Dao tourist area is located in an advantageous position in the coastal city, occupying a long-established mound at the mouth of the Cai River in Nha Trang, and adjacent to the Champa cultural conservation area. On the two islands, spanning almost 62,000 square meters, are the Champa Island tourist area and the Cham Oasis resort, both owned by ChampaGroup JSCsection Joint Stock Company – a business established in 2005, initially called Hai Dao Tourism Joint Stock Company. In 2009, ChampaGroup began land reclamation, forming these two islands.

ChampaGroup’s charter capital in 2018 was increased from VND 100 billion to VND 150 billion, with the key founding shareholder remaining Thu Thiem Investment Joint Stock Company (later renamed THUTHIEMGROUP) – which contributed an additional VND 50 billion to maintain a 51.3% stake. Besides, another founding individual was Mr. Diep Quang Nhan, holding 5.4%. Meanwhile, Commerce Tourism Investment Company Limited owned 20% but withdrew entirely after this capital increase. ChampaGroup is currently chaired by Mr. Le Van Luc and Mr. Nguyen Duy Vinh as General Director and legal representative.

The resort ecosystem introduced by ChampaGroup also includes the Nha Trang Green Hills eco-urban area with a scale of 44ha, the 15ha Giang Huong eco-villa area, both located in Vinh Thai commune, Nha Trang city; and the 14ha ChampaLegend resort in Ninh Hoa district.

“Non-residential residential land” is a type of land that does not exist in the Land Law. Khanh Hoa Province had previously licensed many projects, especially in the Bai Dai area of Cam Ranh. After the central agencies pointed out that the land allocation was not in accordance with the regulations, the province had to take steps to handle these projects. To prevent transactions related to “non-residential residential land” in the area, the province has requested the relevant agencies to halt the procedures related to this land type until they are adjusted in accordance with the Land Law, removing the term “non-residential residential land.”
