The residents of Xom 5, Tho Trung village, Tinh Tho commune in Son Tinh district are rejoicing as they have finally been freed from the long-standing “planned suspension.” People are eagerly constructing and renovating their homes. Mr. Nguyen Dac Dung, who is building a new house, shared that Xom 5 is located next to the VISIP Quang Ngai Industrial Park. Due to the area being earmarked for development, his family was unable to build a house for almost eight years. Now that the suspension has been lifted, Mr. Dung is not only building a new home but also constructing a boarding house to rent out:
“We couldn’t do anything before the planning was lifted. Not just me, but everyone here is delighted. With the suspension removed, we can finally have peace of mind, get our paperwork done, and build or rent houses. Previously, we couldn’t do anything, which caused a lot of hardship,” he said.

Rugged roads and lack of internal canal systems in the village
In 2017, the entire land area for production and residential purposes in Xom 5, Tho Trung village, was earmarked for the VISIP Quang Ngai Industrial Park project. Most of the 68 hectares of rice fields in Xom 5 were handed over to the local authorities and investors for the project. The remaining 76 hectares of land, which included residential areas and homes, were not subject to revocation and resettlement according to the land revocation decision.
According to a representative of VISIP Quang Ngai, out of the 76 hectares of land in Xom 5, 22 hectares of residential land belonging to 124 households were within the planned area of the industrial park. After consulting the residents, 82 out of 124 households disagreed with the relocation and resettlement.

Residents building homes after the planning suspension was lifted
On December 21, 2020, the VISIP Quang Ngai Industrial Park proposed to officially exclude the residential area of Xom 5 from the planning. However, the adjustment of the planning, cancellation of land revocation, and removal of the planning suspension for the residents could not be implemented immediately as they had to wait for the adjusted master plan of the Dung Quat Economic Zone. It is only now that the residents have been taken out of the planning suspension.
Mr. Nguyen Ngoc Anh, a resident of Tho Trung village, shared his happiness about the lifted suspension but also requested improvements to the roads and drainage systems in the area, as it is prone to flooding during the rainy season. He also mentioned the lack of access to clean water, forcing residents to rely on wells.

The dilapidated community house that lacks investment
Mr. Pham Xuan Vinh, Chairman of the People’s Committee of Son Tinh district, Quang Ngai province, confirmed that the 76 hectares of land in Xom 5, Tho Trung village, had been removed from the boundaries of the VISIP Quang Ngai Industrial Park. This change has been incorporated into the master plan of the Dung Quat Economic Zone in Quang Ngai province until 2045 and approved by the Prime Minister on February 28, 2023. The People’s Committee of Son Tinh district has carried out the necessary procedures and announced the cancellation of the previous land revocation notice related to the first phase of the VISIP project.
Mr. Vinh added that the lives of the residents of Tho Trung village had been significantly impacted by the VISIP project, affecting the flow of water and their living conditions. The residential area is lower than the industrial park, leading to frequent flooding. In 2023 and 2024, the district invested in infrastructure to ensure better living and working conditions for the residents.
According to Mr. Vinh, in the past two years, the province and district have invested more than 70 billion VND in infrastructure development to guarantee the residents’ living and production requirements: “In 2023 and 2024, the district and province have paid more attention to investing in infrastructure for the residents to ensure their living and production requirements. We will continue to invest in the coming years to create the best conditions for the residents in terms of production, living, and enjoying the benefits of the state’s policies. There will be more suitable and appropriate investments in the future,” he assured.
