On December 4, the 28th session of the 10th term of the People’s Council of Quang Nam province was inaugurated.
In his opening speech, Mr. Nguyen Duc Dung, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, stated that 2024 is the fourth year of implementing the socio-economic development plan for the period 2021–2026. Despite challenges faced by the country and the province, with the concentrated efforts of the entire political system, the business community, and the people, the province’s socio-economic situation has seen positive changes.
According to the Provincial People’s Committee report, as of December 3, 14 out of 17 targets are estimated to have met or exceeded the Provincial People’s Council’s resolutions. The economy has recovered positively compared to 2023, with an estimated scale of VND 129,000 billion, an increase of nearly VND 16,500 billion compared to the previous year.
The industry-construction sector has regained growth momentum, increasing by 14% compared to 2023. The service sector grew by 5.8%, and tourism activities were vibrant and promising, attracting a significant number of international visitors.
State budget revenue is estimated at VND 26,000 billion, reaching 110.2% of the estimate, with a positive shift in revenue structure. Infrastructure continues to receive attention and investment, and the province has made efforts to address difficulties and obstacles faced by businesses.
Education and training have received attention and yielded notable results. Gratitude work, care for policy beneficiaries, and social security have been implemented in a timely and comprehensive manner. National defense and security have been maintained, social order and safety ensured, and external relations strengthened.
The activities of the Provincial People’s Council, its committees, and the deputies have been continuously renewed and improved in quality and effectiveness, and the supervision function has been promoted.
However, Mr. Dung acknowledged that the province’s socio-economic situation still faces challenges. The economic growth rate (GRDP) has not reached the set plan (7.2%), and the progress of investment projects remains slow. The disbursement rate of public investment capital is low (as of November 29, it reached only 58%), and poverty reduction is not yet truly sustainable. Forest management, protection, and mineral exploitation face many problems and complex developments in some areas. The livelihoods of a part of the labor force and the people remain difficult…
In this special context, the year-end regular session of the Provincial People’s Council is of great significance, with many important contents and resolutions to be considered and approved.
To ensure the best outcome for the session, Mr. Nguyen Duc Dung requested that the deputies of the Provincial People’s Council raise their sense of responsibility, promote intelligence and unity, and dedicate time to studying the documents carefully. He encouraged them to actively contribute their opinions and clearly express their views on each content, especially on issues with differing opinions, to create a high consensus for the Provincial People’s Council to make correct decisions that meet the aspirations and wishes of the voters and the people…
Reporting at the session, Mr. Dang Phong, Director of the Provincial Finance Department, said that according to the latest data, the provincial budget revenue for 2024 could exceed the figure of VND 26,000 billion.
