Masterplan of the Coastal Southern Economic Zone of Hai Phong

According to the Decision, the Coastal Southern Economic Zone of Hai Phong City, with a total area of 20,000 hectares (including approximately 2,909 hectares of reclaimed land), is located in the southeastern part of Hai Phong City, with geographical coordinates ranging from 20°35’50” to 20°45’35” North latitude and from 106°32’8″ to 106°49’15” East longitude.

The Coastal Southern Economic Zone of Hai Phong comprises functional areas that align with the development objectives of the economic zone. The scale and location of each functional area are defined in the master plan of the Coastal Southern Economic Zone, which has been approved by the authorized agency.

Developing the Coastal Southern Economic Zone of Hai Phong Towards a Green Growth Model

The primary development objective of the Coastal Southern Economic Zone is to maximize its advantageous location as an international gateway, leveraging its foundation in industrial development and port services to enhance economic, trade, and service connections with neighboring areas and international markets. This development goes hand in hand with attracting investment, ensuring national defense and security, preserving and promoting the value of the marine ecosystem and historical and cultural relics, and guaranteeing social welfare.

Additionally, the Coastal Southern Economic Zone of Hai Phong is envisioned to become a comprehensive, multi-sectoral, and multi-functional coastal economic zone, embracing a green growth model, circular economy, and sustainable development. It will focus on high-tech industries, modern port services, and logistics, serving as the main economic growth driver for Hai Phong City. The zone aims to offer a synchronous infrastructure, a transparent and favorable investment and business environment, and a free trade area with breakthrough mechanisms and policies on par with successful free trade areas worldwide. It will also serve as a pioneering marine economic center, mutually supporting and connecting with other coastal economic zones to drive the development of the Red River Delta region.

Creating employment opportunities, enhancing human resource quality, and increasing income for local residents are key aspects of this development.

The operations, mechanisms, policies, and management of the Coastal Southern Economic Zone of Hai Phong will comply with the laws and regulations pertaining to industrial parks, economic zones, and investment, as well as other relevant legal provisions.

Development Roadmap and Plan

According to the Decision, during the period up to 2025: The master plan for the economic zone will be formulated and submitted to the authorized agency for approval. Functional sub-zone planning within the economic zone will be developed and approved, and several transport and technical infrastructure projects will be invested in.

From 2026 to 2030: Investment in the construction of functional areas within the economic zone will be carried out, including the Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fences of industrial parks and clusters, road transport projects, social housing, and other social infrastructure projects.

After 2030: The remaining investment items will be implemented.

The Deputy Prime Minister has assigned the People’s Committee of Hai Phong City to take responsibility for the accuracy of information and data related to the proposal for the establishment of the Coastal Southern Economic Zone of Hai Phong. They are also responsible for ensuring the feasibility of the capital mobilization and investment schedule, as well as for compiling a specific list of priority investment projects, especially technical infrastructure and social infrastructure projects within the economic zone, and for transport connectivity inside and outside the economic zone.

The People’s Committee of Hai Phong City is responsible for ensuring the socio-economic efficiency of the economic zone, oriented towards sustainable development, by addressing social welfare issues and providing job alternatives for residents whose land is revoked. Effective environmental protection, natural disaster prevention and response, and adaptation to climate change are also key responsibilities. This includes concretizing environmental protection solutions and indicators in the spatial arrangement plan of the economic zone, fulfilling commitments to plant replacement forests to ensure biodiversity and the mangrove ecosystem, and closely monitoring land reclamation, investment and construction activities, and discharges into the environment within the economic zone in accordance with the law on environmental protection, water resources, and the reduction of negative impacts on the ecosystem and marine environment.
