The Hanoi People’s Committee has issued a document responding to voters’ recommendations regarding resolving obstacles and expediting the issuance of House Ownership Certificates and land use rights (pink book) for apartments in several residential projects: The Legacy, Golden West, Starcity, and Song Da-Viet Duc. They also addressed the issuance of land use certificates for 11 households in the Collective Mechanical Precision group (Sanh Su Thuy Tinh collective area, Nhan Chinh ward, Thanh Xuan district).

According to the Hanoi People’s Committee, the Golden West apartment project (Le Van Thiem street, Nhan Chinh ward, Thanh Xuan district), developed by the Vietnam Commercial Development Joint Stock Company (Vietradico), currently faces delays in issuing pink books. The Department of Natural Resources and Environment has not proceeded with the certification process due to the incomplete legal dossier submitted by the investor.

Similarly, the The Legacy apartment project (106 Nguỵ Như Kon Tum street, Nhan Chinh ward, Thanh Xuan district), developed by Hanoi Housing Investment and Development Joint Stock Company No. 41, faces delays in issuing pink books due to incomplete legal documentation from the investor.

Regarding the Starcity Center apartment project, located in the HH land plot (South-East Tran Duy Hung urban area, Trung Hoa ward, Cau Giay district), Hanoi, the Vietnam Star Real Estate Limited Company is the investor. The competent authority has approved the construction of buildings with the codes: A, B, C, D, G, and H.

The Department of Natural Resources and Environment has already started issuing pink books for buyers who have fulfilled their financial obligations to the investor for buildings with codes A, B, D, and H. However, the issuance of certificates for buildings C and G is delayed due to the investor’s incomplete legal dossier.

For the Viet-Duc Complex project, an office-service and residential area located at 164 Khuat Duy Tien street (Nhan Chinh ward, Thanh Xuan district), the Song Da-Viet Duc Joint Stock Company is the representative of the joint venture and the investor. The investor has submitted the legal dossier for inspection to the Department of Natural Resources and Environment, which is currently reviewing it for the issuance of pink books as per regulations.

Concerning the proposal to grant land use certificates (red books) to 11 households in the Collective Mechanical Precision group, the Hanoi People’s Committee clarified that the houses were originally allocated by the Precision Mechanics Factory No. I to 13 households in 1986. The households were assigned two rows of collective-level 4 houses with a total area of 451 square meters, of which 226 square meters were for housing, and the rest was for common yard space.

However, the actual area currently used by the households exceeds the area stated in the confirmation request. The households have constructed sturdy houses ranging from two to four floors. Some households have also engaged in buying and selling, leading to multiple changes in ownership.

On April 19, 2023, the Thanh Xuan District People’s Committee sent a document to the Nhan Chinh Ward People’s Committee regarding the issuance of red books for the 11 cases. The district authorities requested that the ward authorities organize inspections and provide relevant documents and dossiers to the district.

The Nhan Chinh Ward People’s Committee held a meeting with the Precision Mechanics Company (the managing agency), the Thanh Xuan Housing Management and Development Enterprise, and the households to guide the handover process of the collective area to the city’s management. Once the handover is completed, the red book issuance process for the households will proceed as per regulations.
