The Hanoi People’s Committee has decided to allocate nearly 30,500 sq. m of land in Tam Hung, Thanh Oai district, to the Thanh Oai District People’s Committee for the implementation of the project “Construction of technical infrastructure and auction of land use rights in the Cưng Trong area, Dai Dinh village, Tam Hung commune.”
Specifically, 30,444.7 sq. m of land in Tam Hung, Thanh Oai district (including agricultural land of households and individuals, and land managed by the People’s Committee of Tam Hung commune, with clearance compensation already completed and confirmed by the People’s Committee of Thanh Oai district), is allocated to the People’s Committee of Thanh Oai district for the implementation of the above-mentioned project.
The location and boundaries of the land lot are defined by the markers from M1 to M13, with M1 being determined in the Land Use Planning map QH-02 at a scale of 1/500, prepared by Hatico Investment Consulting Joint Stock Company and approved by the People’s Committee of Thanh Oai district.
Out of the total area of 30,444.7 sq. m, 9,918.6 sq. m is allocated for residential land use (including land lots with the symbols LK1, LK2, LK3, and LK4) to be managed and put up for auction in accordance with regulations.
In terms of land allocation, the People’s Committee of Thanh Oai district is allocated land free of charge. However, for the winning bidders of the land-use rights auction, the State will allocate land with a land-use fee. The duration of land use will follow the duration of the investment project as stipulated by regulations. Individuals who purchase houses associated with land-use rights will be granted stable and long-term land use.
Additionally, 4,974.4 sq. m of land (marked as XH) is allocated for social housing construction (to be implemented under a separate project), 15,070.2 sq. m for green spaces, sidewalks, and transportation, and 481.5 sq. m of land falls within the red line boundary, where no construction, including fences, is permitted. The form of land use for these areas is non-cost land allocation.
The People’s Committee of Thanh Oai district is responsible for investing in the synchronous development of technical infrastructure in line with the approved planning and the technical infrastructure of the surrounding area. The land use duration is long-term. The mode of land allocation is non-auction of land use rights and non-bidding for the selection of investors for projects involving land use.
The Hanoi People’s Committee authorizes the People’s Committee of Thanh Oai district (Thanh Oai District Land Development Center) to coordinate with the Department of Natural Resources and Environment to receive the handover of the land on-site.
At the same time, they are responsible for implementing the construction of technical infrastructure in accordance with the approved investment project, ensuring overall planning and harmonious connection with the technical infrastructure of the area. They are also responsible for establishing and approving the General Planning Plan, ensuring no land is left unused or inefficiently used.
Furthermore, they are tasked with formulating a plan for the auction of land use rights and submitting it to the competent authority for approval, as well as organizing the auction of land use rights in accordance with the prescribed order and procedures.
