The People’s Committee of Da Nang City has instructed the Management Board of Investment Construction Projects of Civil and Industrial Works to implement procedures to adjust the planning of the Chi Lang Stadium complex to urban public service land.
Concurrently, the Department of Construction will take the lead and collaborate with relevant units to guide and receive the dossier for appraisal and advise the City People’s Committee in their decision-making.
Chi Lang Stadium lies abandoned in the heart of Da Nang.
Regarding the Chi Lang Stadium, the Institute of Planning and Architecture (under the Department of Construction) has also issued a document seeking opinions on the draft plan to adjust the city’s master plan, specifically regarding the conversion of the Chi Lang Stadium and Commercial Services Complex into urban public service land.
This adjustment involves changing the land use of 5.8 hectares in this area from sports to urban public services.
Concerning the Chi Lang Stadium, the Government recently presented a plan to the National Assembly to address the existing obstacles. However, the National Assembly, upon examination, determined that the resolution of these hurdles pertaining to the stadium should be left to the Government and the city to decide.
Consequently, Da Nang City will be responsible for adjusting the Chi Lang Stadium area as directed by the competent authority. Specifically, the Chi Lang Stadium will no longer serve a sports function and must be converted into a commercial service area to align with its status as collateral for the bank.
Mr. Nguyen Van Quang, Secretary of the Da Nang Party Committee, stated: “The orientation of the Politburo and the Government is to allow the city to enforce the auction of the entire area, rather than dividing it according to the land-use certificates that have been granted. The entities involved in this matter are the banks, and after the auction, the ratios will be divided according to the value of the secured assets. This is a direction for the city to comprehensively resolve the issue of Chi Lang Stadium.”
Assets Sequestered for Enforcement
In 2011, at the request of the investor, Thien Thanh Group Joint Stock Company (Thien Thanh Group), Da Nang City approved the boundary outline to convert the land use purpose of Chi Lang Stadium for Thien Thanh Group, owned by Mr. Pham Cong Danh.
At that time, Da Nang City issued ten land-use certificates for the stadium. These certificates were subsequently mortgaged by Thien Thanh Group and Mr. Pham Cong Danh to secure bank loans.
Currently, Chi Lang Stadium is an asset under sequestration to ensure the enforcement of the effective court judgment.
