Speaking to Tien Phong newspaper, Mr. Nguyen Hai Tu, Vice Chairman of Hoang Liet Ward, Hoang Mai District, said that the ward has announced the clearance of parking lots for cars, temporary sheds, and other structures on TH3 and NT3 land plots in the Linh Dam Lake urban area and residential complex (next to the HH Linh Dam apartment complex) to make way for the construction of a kindergarten and an elementary school.

According to Mr. Tu, the land designated for the project is currently being used by several individuals and organizations for unauthorized parking and business activities, hindering the preparation and investment process for the school construction project.

“Therefore, to ensure that the construction of the elementary and kindergarten schools on TH3 and NT3 land plots proceeds as scheduled and meets the local demand for educational institutions, the Hoang Liet Ward People’s Committee will coordinate with the Housing and Urban Development Corporation (HUD) to clear the site by December 20th,” Mr. Nguyen Hai Tu informed.

On December 13th, authorities from Hoang Liet Ward erected barriers at the entrance to the project site, directing vehicles away from the area and preventing cars from entering the parking lot.

The authorities also requested that individuals and organizations with vehicles or other assets on the TH3 and NT3 land plots promptly relocate them. They further urged residents of the apartment complex with cars parked on the land plots to move their vehicles to alternative parking spaces, ensuring that the site can be handed over to the investor for school construction as per the approved schedule.

As of now, approximately 80 cars remain parked within the project site, and the temporary sheds have not yet been dismantled or relocated.

A project information board displaying details about the planned elementary and kindergarten schools is placed outside the TH3 and NT3 land plots in Hoang Liet Ward, Hoang Mai District.

The two land plots, TH3 and NT3, cover a planned area of 1.084 hectares and are located near the Hoang Mai District Cultural, Information, and Sports Center, as well as the HH Linh Dam apartment complex. The elementary school is designed to accommodate 880 students, while the kindergarten will have a capacity of 420 children. The schools are expected to be completed and operational by March 2026.

Over the years, a large-scale illegal parking lot has emerged on this land while the demand for schools in the area has been pressing. Hoang Liet Ward is among the wards with the highest student population in the capital city.
