The Hanoi People’s Committee Office has just issued a document conveying the conclusions of Vice Chairman of the Municipal People’s Committee Duong Duc Tuan, Deputy Head of the Steering Committee for Old Apartment Renovation in the city, on the implementation of the Project and the Plans to carry out the Project to renovate and rebuild old apartments.

Accordingly, the Hanoi People’s Committee requests units to focus on accelerating the progress of studying and approving detailed planning and overall renovation plans for old apartments, serving as a foundation for deploying other contents according to procedures and regulations. The Director of the Department of Planning and Architecture is instructed to direct and organize the implementation of measures to speed up the progress; direct the review and consideration of the proposal of the Ha Dong District People’s Committee on the local adjustment of the H2-4 Urban Subdivision Planning (planning function) related to a number of collective housing areas on Nguyen Trai Street, Ha Dong District, ensuring conformity with the dossier and actual management.

Old apartments and collective housing awaiting renovation in Hanoi

Regarding specific tasks assigned to districts and counties with old apartments, the Hanoi People’s Committee requests the Ba Dinh District People’s Committee to complete the approval process for detailed planning at a scale of 1/500 for the renovation and reconstruction of the following collective housing areas: Thanh Cong, Ngoc Khanh, and Giang Vo by December 2024; urgently study and approve the overall renovation plan for the Collective Housing of the Ministry of Justice and explore options to include independent and separate apartments in the detailed planning at a scale of 1/500 for the renovation and reconstruction of old apartments in the district.

The Dong Da District People’s Committee is urged to promptly approve the detailed planning at a scale of 1/500 for the renovation and reconstruction of the Kim Lien, Trung Tu, Khuong Thuong, and Hao Nam collective housing areas by the first quarter of 2025; complete compensation, support, resettlement, and approval of the investment policy for the renovation and reconstruction project of Apartment No. 51 Huynh Thuc Khang Street by December 2024.

Dong Da District is the coordinating agency, working with the Departments of Natural Resources and Environment, Planning and Architecture, and Construction to study the directions of the City Party Secretary and propose a renovation plan for Collective Housing No. 60 Tho Quan, Dong Da District by December 2024, ensuring feasibility and speed.

The Thanh Xuan District People’s Committee is assigned the task of establishing detailed planning at a scale of 1/500 for the renovation and reconstruction of the Thanh Xuan Bac and Thanh Xuan Nam collective housing areas. The Cau Giay District People’s Committee is urged to promptly approve the detailed planning at a scale of 1/500 for the renovation and reconstruction of the Nghia Tan collective housing area by December 2024.

The People’s Committees of Hoan Kiem and Hai Ba Trung districts are requested to urgently carry out the renovation and reconstruction of old apartments in their respective areas. Hoan Kiem District is to submit the proposal for the inclusion of independent and separate apartments by December 2024, while Hai Ba Trung District is to study and propose a renovation plan for Apartment No. 33 Nguyen Binh Khiem Street based on the development of a suitable aggregation and exchange proposal or the inclusion of independent and separate apartments in the area implementing the investment project for the renovation and reconstruction of old apartments.

Regarding the progress of old apartment renovation, at a recent meeting of the Municipal People’s Council, Chairman of the Hanoi People’s Committee Tran Sy Thanh acknowledged that this is the most pressing issue facing the city. On behalf of the Hanoi People’s Committee, Mr. Thanh apologized to the Municipal People’s Council, stating: “We have plans, steering committees, and programs, and we are working quickly, but it took us almost two years to figure out where to get the funding for planning. Now we have the money, but no district or county has completed the detailed planning for old apartment renovation.” Without proper planning, construction cannot proceed. In Ba Dinh District, although residents have agreed to the renovation, construction cannot start due to the lack of detailed planning. “We apologize for this issue,” Mr. Thanh added.
