Voters have once again requested that the Hanoi People’s Committee pay attention to and direct the resolution of difficulties and obstacles to soon issue certificates of home ownership and land use rights (commonly known as pink books) for households in the HH Linh Dam apartment complex, Hoang Liet Ward (Hoang Mai District).

Tens of thousands of apartments in the HH Linh Dam complex (Hoang Liet Ward, Hoang Mai District, Hanoi) have not yet been granted pink books.

In response, the Hanoi People’s Committee shared that the project for the construction of a mixed-use complex of commercial services, office space for lease, and high-rise residences, namely HH1, HH2, HH3, and HH4 (HH Linh Dam complex) located on Lot CC6 Linh Dam, Hoang Liet Ward, is under the investment or cooperative investment of Private Enterprise No. 1 of Dien Bien Province and Bemes Import-Export Production Joint Stock Company.

According to the Committee, the delay in issuing certificates for households in the HH Linh Dam area is due to the fact that the investors have not completed the legal project dossier to be sent to the Department of Natural Resources and Environment. The Committee has assigned the Department of Natural Resources and Environment to take the lead and coordinate with the Department of Construction and the People’s Committee of Hoang Mai District to resolve this matter.

It is understood that the HH Linh Dam complex was only permitted to construct 27 floors, but the investors built up to 36 floors for the HH4 tower and 41 floors for the HH1, HH2, and HH3 towers (exceeding the approved planning by several floors). The project comprises approximately 10,000 apartments and is home to more than 40,000 residents.

While the project has been operational since 2015, nearly a decade has passed, and the issue of granting pink books remains unresolved due to violations, causing discontent among the residents.

Voters also requested that the Hanoi People’s Committee provide guidance and a resolution for granting pink books to apartments in the Thanh Ha Urban Area complex.

Regarding this issue, the Hanoi People’s Committee explained that the apartments in the buildings where citizens have requested consideration for certificate issuance belong to a project with unauthorized transfers between investors. Additionally, the project has violations related to planning and construction order. Consequently, the dossiers requesting pink books for homebuyers in the project are currently insufficient as per regulations.

To grant certificates to the people, it is necessary to conduct a review in accordance with the laws on land, housing, and business of real estate.

To address this matter, the Hanoi People’s Committee has assigned the Department of Natural Resources and Environment to take the lead and coordinate with the Department of Planning and Architecture, the Department of Construction, the People’s Committee of Ha Dong District, and the People’s Committee of Thanh Oai District to review the process of granting certificates for the Thanh Ha Urban Area project as per the 2024 Land Law.
