The Thanh Hoa Provincial Party Committee has recently organized a conference to review the implementation of Resolution 18 of the 12th Central Committee of the Party on “Some issues about continuing to innovate and organize a compact political system, effective and efficient”. At the conference, the Provincial Party Committee of Thanh Hoa provided information on the draft proposal for organizing a compact political system in the province.
PROPOSED REDUCTION OF 5 DEPARTMENTS
For the Party block, the merger of the Provincial Party Committee’s Propaganda Commission and Mass Mobilization Commission is proposed. The province is also considering ending the activities of 11 party groups and party cells of agencies and units at the provincial level.
Ending the activities of the Party Committee of the Bloc of Provincial Agencies and Enterprises is on the table. This will involve the rearrangement of leaders, managers, civil servants, and employees within the Party, Fatherland Front, and socio-political organizations at the provincial level and in some districts.
A new Party Committee for Party, Mass, and Judicial Agencies at the provincial level is proposed to be established. Directly under this committee will be the Party’s commissions, Inspection Commission, Office of the Provincial Party Committee, People’s Council, Fatherland Front Committee, socio-political organizations, People’s Procuracy, People’s Court, and mass organizations assigned by the Party and State at the provincial level.
Additionally, a new Party Committee for the provincial administrative block is suggested. Directly under this committee will be the departments, branches, units of the provincial administrative block, and some state-owned enterprises.
In terms of government agencies, the proposal includes merging the Department of Finance with the Department of Planning and Investment; the Department of Transport with the Department of Construction; the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; the Department of Information and Communications with the Department of Science and Technology; and the Department of Labor, Invalids, and Social Affairs with the Department of Home Affairs. The naming of the merged agencies will follow the regulations of the Central Government.
Furthermore, Thanh Hoa will end the activities of the Provincial Health Care and Protection Board and the Thanh Hoa Investment, Trade, and Tourism Promotion Center.
According to the Provincial Party Committee, when agencies and units are merged, the entire organization, personnel, finances, and assets will be merged as well. However, the leaders of these agencies and units will have separate arrangements.
NECESSITY OF SELF-SACRIFICE FOR PERSONAL GAINS
As per the conference, agencies, branches, and units in Thanh Hoa province will continue to review and rearrange their internal organizations with similar functions and tasks to avoid overlap and create a streamlined and effective system. This will ensure efficiency and meet the requirements of their assigned tasks.
The arrangement and appointment of officials, especially leaders, in the merged units must be fair, objective, open, and transparent. Negative issues such as group interests and localism must be absolutely avoided in the organization of the apparatus and personnel. The arrangement must be based on the assessment of officials, their actual work, and specific products. The results of the leaders must be linked to the results of the agencies and units as recognized by the competent authorities. Officials who are arranged and appointed must obey the Party’s assignment for the common development of the industry, agency, unit, and Thanh Hoa province.
Mr. Nguyen Doan Anh, Secretary of the Provincial Party Committee of Thanh Hoa, emphasized that this reorganization is a significant revolution, requiring synchronous and drastic implementation from the Central to the grassroots levels.
He highlighted the critical importance of this task, which demands a high level of political determination. As such, it requires a high level of consensus in awareness and action within the Party Committee and the entire political system, as well as the understanding and support of the people.
The Secretary of the Provincial Party Committee urged the departments and branches to promptly implement the tasks with the spirit of “running and queuing” and the motto of “The Central does not wait for the provincial level, the provincial level does not wait for the district level, and the district level does not wait for the grassroots level.”
Mr. Nguyen Doan Anh acknowledged the challenges associated with the task of streamlining the apparatus, as it directly affects individuals and organizations. Therefore, each organization and individual involved must be determined and courageous, willing to sacrifice personal interests for the common good.
During the implementation process, it is necessary to closely monitor, commend, and promptly rectify the units and localities with good practices or those who lack responsibility in performing their assigned tasks. This will ensure that the requirements of the Central and the province are met according to the set plans and schedules.
