On the afternoon of the 16th of December, Vice Chairman of the Ho Chi Minh City People’s Committee, Vo Van Hoan, led a delegation from the Steering Committee for the Arrangement of Commune-level Administrative Units for the 2023-2025 period, to inspect and survey the arrangement process in districts 4, 5, 6, 10, and 11.

Ensuring No Delays for Citizens in Administrative Procedures

At the inspection, Lieutenant Colonel Nguyen Ngoc Vu Vuong, Deputy Head of the PC06 Police Department of Ho Chi Minh City, provided information on the adjustment of population data during the arrangement process.

Lieutenant Colonel Vuong affirmed that there would be no additional administrative procedures.

Specifically, the police will directly adjust, separate, and merge the accommodation information of the people on the system and will make simultaneous adjustments when Resolution 1278/2024 comes into effect on January 1, 2025.

To ensure a smooth process, the Ho Chi Minh City Police have deployed a plan to the local police forces to review and establish a list of residents in the administrative areas subject to the merger, reporting to the Ministry of Public Security for implementation, support, and coordination in adjusting the data on the system.

Therefore, the People’s Committees of the wards subject to this arrangement phase need to coordinate with the police in disseminating this information. According to Lieutenant Colonel Vuong, to simultaneously adjust the data on the system, it is necessary to temporarily halt the acceptance of new administrative procedures and complete all administrative procedures received before January 1, 2025.

It is essential to inform the people that for urgent cases, they should submit their applications a week before the resolution takes effect, and for non-urgent matters, they can submit them after that date.

Elaborating on this matter, Vice Chairman of the Ho Chi Minh City People’s Committee, Vo Van Hoan, stated that it is advisable to encourage citizens to complete their procedures earlier or after January 1, 2025, to allow the police force to focus on system adjustments.

However, in cases where citizens have urgent matters that need immediate attention, the competent authorities must also arrange to accommodate them.

Regarding the transfer of information to the people, the agencies must work internally, and the departments must provide clear guidance so that the agencies are prepared. When citizens have a need, they can be served immediately, without causing inconvenience or wasting their time.

The Vice Chairman directed that when citizens submit their applications, the state agencies must be prepared in advance to determine what needs to be updated or supplemented, including any new administrative boundaries, so that citizens do not have to wait for several days after submission only to be asked to provide additional information due to changes in the ward.

Ensuring No Inconvenience to the People

In their reports to the inspection team, the districts mentioned three difficulties in the arrangement process: personnel, public assets, and administrative procedures for the people.

The Vice Chairman of the Ho Chi Minh City People’s Committee acknowledged that the arrangement of 80 wards would impact all aspects of the people’s lives, especially in terms of procedures and paperwork.

Therefore, Mr. Vo Van Hoan requested that the localities and related departments carefully and skillfully handle the situation to avoid congestion and negatively affect the rights and interests of the people.

Vice Chairman of the Ho Chi Minh City People’s Committee, Vo Van Hoan, requested that the localities, departments, and sectors not cause inconvenience to the people during the arrangement process.

The Vice Chairman emphasized that this time, the number of administrative units being arranged is significant, so the responsibilities of the departments and sectors must be clear, and they must provide specific written guidance instead of just giving verbal instructions.

“Do not cause inconvenience or congestion in the people’s activities; do not let the people incur additional costs or effort,” the Vice Chairman of the Ho Chi Minh City People’s Committee directed again, underlining these as the principles to be followed during the arrangement of administrative units.

Regarding the surplus of civil servants, public employees, and officials after the arrangement, the Vice Chairman of the Ho Chi Minh City People’s Committee mentioned that there are more than 1,000 people, which will impact their interests and emotions.

Therefore, Mr. Vo Van Hoan suggested that the localities continue to find ways to arrange and resolve policies for the surplus personnel. During this process, consider reviewing and arranging them in other wards or areas with personnel demands. Try to be flexible to make the best use of the officials.

Regarding public assets and facilities, they should be arranged appropriately and fully utilized to serve the local development, ensuring that no public assets are left vacant and wasted.

Resolution 1278/2024 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Ho Chi Minh City for the 2023-2025 period will come into effect on January 1, 2025.

With this resolution, from today, Ho Chi Minh City will rearrange 80 wards in 10 districts (3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, and Phu Nhuan) to form 41 new wards, resulting in a reduction of 39 wards compared to the current number.

After the arrangement, Ho Chi Minh City will have 22 district-level administrative units, including 16 districts, 5 rural districts, and 1 city; and 273 commune-level administrative units, including 210 wards, 58 communes, and 5 townships.
