As observed by our reporters, the investor has commenced work on certain components, including perimeter walls, gates, a management office, and internal roads. According to the decision by the Binh Dinh Provincial People’s Committee, the project was scheduled to complete investment, construction, and environmental procedures from July 2018 to December 2021. From December 2022 to December 2023, Villa Zone 01 was to be operational, with Villa Zones 02 and 03, Hotel Zones A and B, and some entertainment facilities to be developed. From December 2023 to July 2024, all components were to be completed and operational. Photo: Truong Dinh.

However, as of the date of the administrative violation record (May 19, 2023), Phuong Mai Bay Joint Stock Company had not completed the necessary investment preparation procedures, nor had they finished constructing the infrastructure or Villa Zones 01, 02, and 03, along with other components as per the scheduled progress. In a conversation with our reporters, Mr. Cao Thanh Thuong, Deputy Head of the Management Board of Binh Dinh Province’s Economic Zone, shared that the company has not shown any recent activity. Recently, at the 20th session of the Binh Dinh Provincial People’s Council for the 2021-2026 term, delegates questioned the prolonged delays in the completion of projects that had been licensed and commenced years ago, despite repeated reminders from the province.
Mr. Le Hoang Nghi, Director of the Binh Dinh Department of Planning and Investment, shared that the department has been working with relevant units to review projects in the province. From 2020 to 2024, the province has terminated and revoked 97 projects.
