The Ministry of Transport has issued Circular 47, which stipulates the procedures for the initial inspection exemption for motor vehicles, specialized machinery, and motorcycles, as well as the procedures for certifying their technical safety and environmental protection.
The circular clearly states that the inspection and evaluation of the technical safety and environmental protection of motor vehicles must cover all the items specified in the Regulations on Motor Vehicle Inspection and must be carried out in the following five stages:
Stage 1: Identity and general inspection;
Stage 2: Inspection of the upper part of the vehicle;
Stage 3: Brake efficiency and lateral slip testing;
Stage 4: Environmental inspection;
Stage 5: Inspection of the underside of the vehicle.
There will be three colors of inspection stickers
In the event that a motor vehicle passes the inspection and meets the requirements, it will be issued an inspection certificate and provided with an inspection sticker as per regulations. There are three types of certificates and stickers:
Green certificate and sticker – For motor vehicles that use clean, green, and environmentally friendly energy.
Orange certificate and sticker – For other motor vehicles that do not use clean energy.
Purple certificate and sticker – For specialized machinery.

The circular also specifies that the validity period of the issued inspection sticker will be in accordance with the inspection cycle but will not exceed the expiration date of the vehicle’s registration certificate or the end of the year of the vehicle’s service life.
Placement of the inspection stickers
For vehicles (including cars, 4-seater passenger cars, 4-wheel cargo vehicles, and some types of specialized machinery) with a control cabin and a front windshield: the inspection sticker should be placed at the upper right corner (from the perspective of the driver), on the inside of the front windshield. The front side of the sticker should face outward.
For trailers, semi-trailers, and other types of specialized machinery, it is necessary to protect the inspection sticker during use. The front side of the sticker must be protected by a transparent material that allows for observation of the content. It should be affixed to easily visible locations on the vehicle, minimizing external influences that may affect the durability of the sticker during the vehicle’s movement. The front side of the inspection sticker should face outward.
In cases where the vehicle is inspected at an inspection facility, the sticker will be affixed by the facility’s staff. If the vehicle is exempt from initial inspection or is inspected outside of the inspection facility, or if the sticker needs to be reissued, the vehicle owner will affix the sticker themselves.
This circular will come into effect on January 1, 2025.
