The Ministry of Construction has recently sent an urgent document to the People’s Committees of provinces and cities, requesting enhanced management of construction order and fire safety for residential and building projects.
Specifically, the document emphasizes the need to strictly implement the Government and Prime Minister’s directions on fire prevention and control, especially the Prime Minister’s Directive No. 19/CT-TTg dated June 24, 2024, on strengthening fire prevention and control for multi-story and multi-apartment residential buildings, and standalone houses combining production and business activities.
It also highlights the importance of adhering to the Ministry of Construction’s Document No. 4157 on enhancing the implementation of construction law regulations for standalone houses and multi-story, multi-apartment buildings.

Additionally, the Ministry of Construction calls for intensified propaganda, instruction, and dissemination of laws related to construction order, construction safety, and fire prevention and control at projects, establishments, and locations with large gatherings.
Particularly, the Ministry requests tight control over compliance with legal regulations on construction planning, construction permits, construction quality, and construction order.
Notably, the Ministry urges the People’s Committees of provinces and cities to pay attention to managing the conversion of the function of the whole or a part of a project in accordance with the law on construction and relevant laws.
It also emphasizes the importance of adhering to the National Technical Regulation on Fire Safety for Houses and Constructions and the provisions of the law on fire prevention and control for standalone houses combining production and business activities.
Furthermore, the Ministry requests the People’s Committees of provinces and cities to direct relevant agencies to strengthen inspection and examination, promptly detect and strictly handle organizations and individuals that violate regulations on construction planning, construction order, and fire prevention and control, in accordance with the law.
Earlier, on the night of December 18, a large fire occurred at 258 Pham Van Dong, Bac Tu Liem District, Hanoi. Upon receiving the report, the functional forces mobilized dozens of fire trucks and ambulances to the scene for rescue and relief work. By 23:40 on the same day, the fire was brought under control. The functional forces guided and supported the evacuation of 7 people and discovered 11 fatalities. At midnight on December 19, the Hanoi Police arrested C.V.H. (51 years old, residing in Dai Mach commune, Dong Anh district, Hanoi) for investigation and handling of the act of burning a cafe, causing multiple deaths. At the police agency, C.V.H initially admitted that he went to the cafe to drink beer and had a conflict with the cafe staff, so he bought gasoline and poured it in the first floor of the cafe (where there were many motorbikes) and set it on fire; when the fire broke out, he left. |
