Vice Chairman of the Ho Chi Minh City People’s Committee Duong Ngoc Hai presents a thesis at the Conference

In an initial assessment of the process of performing state management tasks and promoting decentralization, devolution, and delegation, Mr. Duong Ngoc Hai stated that the Ho Chi Minh City People’s Committee has promoted the spirit of decentralization, devolution, and delegation at all levels, creating a synchronous and uniform understanding of the entire system’s policies. As a result, the heads of subordinate agencies and units have proactively taken charge and actively reviewed related regulations, closely following practical situations to provide timely advice.

This has helped reduce the time required for procedures for sectors, levels, and local governments, minimize administrative procedures arising during coordination, and enhance the quality of services for citizens and businesses, receiving strong support and response from society. It has also contributed to improving Ho Chi Minh City’s investment and business environment.

According to Mr. Hai, there are still some challenges in the process. Promoting decentralization, devolution, and delegation must be based on compliance with specialized legal regulations. Meanwhile, according to current regulations, most competencies for handling procedures are concentrated at the provincial People’s Committee level, and the process needs to go through many intermediary stages.

Even with decentralization, devolution, and delegation, due to the interrelated functions and tasks of agencies and units, multiple opinions must be sought, leading to prolonged processing times, and in some cases, not meeting expectations.

Additionally, the volume of administrative procedures to be handled in Ho Chi Minh City is enormous. With a population of over ten million and more than 300,000 businesses, the number of civil servants and public employees is high compared to other provinces and cities. However, analyzing the average number of documents processed per person reveals the pressure and mismatch between the team and practical requirements.

Moreover, some contents have been decentralized, but the opinions of ministries and branches must be sought. “This leads to incomplete implementation, and sometimes, the time spent waiting for approval from higher-ups affects the effectiveness of the proposed decentralization,” Mr. Hai emphasized.

Embodying the spirit of the 10th Conference of the 13th Party Central Committee, “localities decide, localities do, and localities take responsibility,” in the future, Mr. Duong Ngoc Hai shared that the Ho Chi Minh City People’s Committee will persist in promoting decentralization, devolution, and delegation suitable to the capabilities and actual conditions of sectors, fields, and localities. Decentralization can be piloted to the ward level.

At the same time, they will continue to propose and recommend to the Government, the Prime Minister, and ministries and branches regarding the necessary decentralization and devolution of state management suitable to the conditions, capabilities, and strengths to create a breakthrough for Ho Chi Minh City in the new period.
