The Ho Chi Minh City People’s Committee has issued a document to the heads of departments, public service units, state-owned enterprises, and the People’s Committees of districts, counties, and Thu Duc City regarding the policy on organizational structure and personnel to implement streamlining in accordance with Resolution 18.
Chairman of the Ho Chi Minh City People’s Committee, Phan Van Mai, requested that the heads of agencies and units closely follow and strictly implement the policies and requirements of Resolution 18. It is important to focus on ideological work to raise awareness and responsibility among leaders, authorities, functional agencies, professional departments, and public service units, especially those in leadership and management positions, to create unity and consensus in effectively implementing the Resolution in line with the relevant policies of the Party.
Heads of agencies and units are tasked with reviewing and proposing plans for streamlining organizational structures and reviewing internal work processes, applying information technology to improve task performance.
It is essential to ensure that the new organizational structure is better than the old one and that it becomes operational immediately, without disrupting work, creating time gaps, or leaving any areas or fields unattended. At the same time, streamlining the organizational structure goes hand in hand with streamlining personnel and restructuring the team of officials and civil servants to ensure they possess the necessary qualities and capabilities to meet the demands of their tasks.
Until the completion of the organizational restructuring in line with the Central Government’s orientation, agencies and units are requested to temporarily halt the recruitment of civil servants, including those at the commune level, and the pilot plan for competitive examinations for leadership and management positions at the departmental level and equivalent in 2024.
For agencies, units, and state-owned enterprises that are expected to undergo streamlining, there will be a temporary halt in the approval process for personnel arrangements, appointments, transfers, rotations, and introductions for higher-level positions. However, the process for reappointments, term extensions, retirements, and voluntary resignations will continue as per the wishes of the individuals.
Similarly, agencies, units, and state-owned enterprises that are not subject to restructuring will also temporarily stop the approval process for personnel arrangements for leadership and management positions.
Regarding positions under the management of the City Party Committee and the Ho Chi Minh City People’s Committee that have been approved for personnel arrangements, the Department of Home Affairs will take the lead in coordinating with agencies, units, and state-owned enterprises to review the structure, number of personnel, and task requirements. They will then advise the Party Committee of the People’s Committee on the decision-making process.
