On December 12, 2024, Prime Minister Pham Minh Chinh signed Decision No. 1569/QD-TTg, approving the Master Plan for Hanoi Capital for the period of 2021 – 2030, with a vision towards 2050. The planning scope covers the entire territory of Hanoi Capital, spanning a total natural area of 3,359.84 km2.

Regarding the development plan for Hanoi’s urban system during this period, in addition to the existing 12 districts, the orientation by 2030 is to establish six more districts and cities. Notably, Thanh Tri District is expected to become a municipal district.

Furthermore, Decision 1569/QD-TTg also clarifies that the urban system of Hanoi Capital will be organized according to a cluster model, comprising the central urban area, radial urban axes, and cities within the capital.

Located in the southern part of the city, Thanh Tri District borders Hoang Mai District to the north, Thuong Tin District to the south, Thanh Xuan District to the west and northwest, Gia Lam District to the east, and Hung Yen Province to the northeast. According to the Hanoi Statistical Yearbook 2023, with an area of over 63 km2, Thanh Tri is the smallest district in the city.

According to the Thanh Tri District’s Official Portal, at the opening of the 18th session of the XXth term of the District’s People’s Council, held on December 20, 2024, it was announced that the district had accomplished and exceeded 19/19 economic and social development targets.

Specifically, as of now, the total production value of Thanh Tri District has reached more than VND 19,247 billion, an increase of 15.2% compared to the same period last year (a 14% increase in 2023). The estimated average income has reached VND 82 million per person, an increase of VND 4.4 million per person compared to 2023.

There were no new poor households in the district, and 168 out of 168 near-poor households have escaped poverty, achieving 988.2% of the city’s assigned target and surpassing the target set by the 24th District Party Congress. 15 communes were recognized by the city as “New Rural Model” communes, Van Dien town was recognized as a “Civilized Urban Area”, and 8 communes were recognized as tourist destinations…

In addition, in implementing the project of developing the district into a municipal district, the district has achieved 33/34 criteria, with only one criterion not yet met, which is the criterion of balancing budget revenue and expenditure. In 2025, the district will continue to prioritize promoting growth, developing infrastructure, and striving to complete the criterion of balancing budget revenue and expenditure to finalize the project.

The People’s Council emphasized that a highlight of 2024 was the series of activities celebrating the 70th anniversary of the liberation of Thanh Tri District and receiving the recognition of the district as a “New Rural Advanced” district. Thanh Tri became the first district in Hanoi to achieve this remarkable feat.
