Focusing on resolving ‘bottlenecks’ and ‘knots’ in the institutional system to unblock resources

In 2024, despite numerous challenges, with the efforts and determination of the entire political system; the close and resolute leadership and direction of Comrade General Secretary To Lam, Head of the Steering Committee; and the dedication of the Steering Committee members and functional agencies, the work of corruption, waste, and negative behavior prevention and control (CWPNBPC) continued to be strongly implemented and achieved many important results, with new breakthroughs, resoluteness, and effectiveness in both the Central and local levels. Outstanding results include the continued promotion of institution building and perfection of the socio-economic management system and CWPNBPC, especially focusing on resolving ‘bottlenecks’ and ‘knots’ in the institutional system to unblock resources, serve socio-economic development, and improve the effectiveness of CWPNBPC.

The Politburo and Secretariat issued over 40 directives, resolutions, regulations, and conclusions on Party building, the political system, and CWPNBPC. The National Assembly passed 31 laws and 07 resolutions; the Government and Prime Minister promulgated 162 decrees, 288 resolutions, and 23 decisions; ministries, sectors, and localities issued 11,184 documents on socio-economic management and CWPNBPC, contributing to overcoming shortcomings, inconsistencies, contradictions, and overlaps, as well as resolving difficulties and obstacles, thereby enhancing the effectiveness and efficiency of state management and gradually perfecting the system to make corruption, waste, and negative behavior ‘impossible.’

The detection and handling of corruption and negative behavior were strongly, resolutely, and synchronously led and directed; violations were resolutely and strictly handled, but in a very humane manner, paying attention to differentiation in handling subjects, and protecting officials who dare to think and dare to do for the common interest. In 2024, party committees and inspection commissions at all levels disciplined 709 party organizations and 24,097 party members. The Central Committee, Politburo, Secretariat, and Central Inspection Commission disciplined 68 officials under the Central management.

Through inspection and auditing, the industry of inspection and auditing proposed the retrieval and handling of 104,042 billion VND and 40 hectares of land and administratively handled 2,065 collectives and 7,836 individuals. Functional agencies, through inspection, auditing, and investigation, transferred 344 cases with criminal signs to investigation agencies for handling in accordance with the law.

Prosecuting agencies nationwide initiated legal proceedings against 4,732 cases/10,430 defendants, prosecuted 4,074 cases/10,698 defendants, and judged in the first instance 4,052 cases/9,664 defendants for corruption, economic, and position-related crimes; of which, 906 cases/2,068 defendants were prosecuted for corruption-related crimes. Particularly for cases and matters under the direction of the Steering Committee, 08 cases/29 defendants were prosecuted, 174 additional defendants were prosecuted in 13 cases; the investigation was concluded for 13 cases/449 defendants, and supplementary investigation for 06 cases/32 defendants; 12 cases/440 defendants were prosecuted; 14 cases/536 defendants were judged in the first instance, and 16 cases/118 defendants were judged in the second instance, receiving the consensus and high appreciation of public opinion and people.

The retrieval of corrupt assets achieved many results; for cases and matters under the direction of the Steering Committee, the civil judgment enforcement agencies retrieved nearly 19,000 billion VND.

Directing the promotion of waste prevention and control, creating new awareness and determination, associating waste prevention and control with corruption and negative behavior prevention and control. The Politburo and Secretariat amended and supplemented the functions and tasks of the Central Steering Committee and the Provincial Steering Committee to direct waste prevention and control.

Comrade General Secretary, Head of the Steering Committee, has had many strong messages directing waste prevention and control; party committees and organizations have thoroughly implemented important and breakthrough tasks in the work of waste prevention and control. Especially, directing the review and removal of difficulties and obstacles and handling long-standing problems related to works and projects that are slow in progress and at risk of great waste and loss; initiating a number of cases that cause great waste and loss of state budget for investigation and handling.

Paying attention to directing the improvement of the effectiveness of corruption, waste, and negative behavior prevention measures; especially in personnel work, arranging and streamlining the organizational apparatus, and improving the revolutionary morality of the team of officials and party members. The Politburo issued and directed the promulgation and implementation of the Regulation on the standards of revolutionary morality of officials and party members in the new period, creating positive changes in awareness and action, contributing to preventing corruption, waste, and negative behavior from the root.

The Government, ministries, sectors, and localities focused on strongly promoting the Government’s Proposal 06 associated with promoting administrative reform, digital transformation, developing e-government, digital economy, and cashless payment;… contributing to saving time and expenses, reducing harassment and causing trouble for people and businesses, improving the business environment, and promoting socio-economic development.

Directing the promotion and creating strong changes in the work of CWPNBPC at the local level, implementing the correct view that CWPNBPC must start from the grassroots and branches; strictly and promptly handling violations, corruption, and negative behavior in agencies with the function of CWPNBPC. This year, the Provincial Steering Committees brought 155 cases into the scope of direction and led the local prosecution agencies to initiate legal proceedings against 848 cases/1,884 defendants for corruption-related crimes. Many localities detected and strictly handled many serious and complex corruption and negative behavior cases, including those that occurred many years ago; prosecuting officials under the management of the Provincial Party Committee and City Party Committee; disciplining 130 cases of heads and deputy heads for irresponsibility, letting corruption, negative behavior occur in the agency, organization, or unit under their management and charge, of which 45 cases were criminally handled.

The information and propaganda work on CWPNBPC continued to be promoted; the role and responsibility of elected agencies, the Fatherland Front, political and social organizations, and the people were better promoted. Party committees and organizations directed the promotion of propaganda and education on the standards of revolutionary morality of officials and party members in the new period; paid attention to building a culture of integrity, no corruption, waste, and negative behavior; strengthened the orientation of information and propaganda on CWPNBPC; at the same time, rectified and strictly handled violations, corruption, and negative behavior in journalism and media activities. The media and press agencies have actively propagated about CWPNBPC, especially widely and deeply propagating about the moral example of revolution, the views and thoughts of direction of the late General Secretary Nguyen Phu Trong, and the new messages of Comrade General Secretary To Lam in CWPNBPC, creating a strong resonance in society, high unanimity in thought, and the consensus and support of officials, party members, and people for the Party’s determination to fight against CWPNBPC.

The Party Delegation of the National Assembly, the Vietnam Fatherland Front, and political and social organizations led and directed the promotion of supervision of CWPNBPC; directed the promotion of receiving and handling information and denunciations of corruption and negative behavior; and organized the 5th National Press Award on CWPNBPC.

Five key tasks for 2025

Regarding the key tasks for 2025, the Steering Committee determines: As 2025 is the year of the Party congresses at all levels, towards the 14th National Party Congress, the Steering Committee requests that the work of CWPNBPC must continue to be strongly, resolutely, and effectively deployed to serve the successful organization of party congresses at all levels and the key, breakthrough, and urgent tasks of the country. Focus on performing the following key tasks:

Focus on leading and directing the overcoming of shortcomings and inadequacies, resolving ‘bottlenecks’ and ‘knots’ in the institutional and legal system, creating a driving force for innovation, creativity, socio-economic development, and CWPNBPC. Urgently perfect the system of waste prevention and control; about the organization and operation of agencies in the political system after arranging and streamlining; amend and supplement, overcome shortcomings and inadequacies in mechanisms, policies, and laws that have been pointed out through reviews; build and effectively implement the National Strategy on Waste Prevention and Control.

Strongly and comprehensively deploy, creating new and breakthrough changes in the work of waste prevention and control in both the Central and local levels. Urgently direct the completion of the review and propose solutions to fundamentally resolve works and projects that are slow in progress, stagnant, ineffective, and cause great waste and loss. Report the results of the review to the Steering Committee in the first quarter of 2025.

Direct the strengthening of inspection, supervision, auditing, investigation, and handling of serious and complex cases and matters of corruption, waste, and negative behavior, which are of public interest; especially, cases and matters related to the personnel of party congresses at all levels. Striving that in 2025, 26 cases and 09 matters will be concluded, investigated, and handled. Especially focus on investigating, prosecuting, and bringing to trial in the first instance cases that occurred at Phuc Son Group, Thuan An Group, Vietnam Electricity Group, Thai Duong Group, and Vietnam Rare Earth Company, Saigon – Dai Ninh Project (Lam Dong), and Nha Trang Airport.

Direct the effective implementation of regulations on power control, improve the effectiveness of corruption, waste, and negative behavior prevention solutions. Especially, strengthen power control, CWPNBPC in personnel work and in agencies with the function of CWPNBPC; prevent waste and negative behavior in implementing the arrangement and streamlining of the organizational apparatus, team of officials, and management and use of assets of agencies and organizations after arrangement and streamlining; promote administrative reform, digital transformation, publicity, transparency, asset and income control, and cashless payment; continue to implement effectively the Government’s Proposal 06.

Direct the continuation of promoting and creating stronger and more effective changes in the operation of the Provincial CWPNBPC Steering Committee. Continue to perfect the mechanism for the people to supervise and control power to be really effective; create favorable conditions for people to directly reflect and denounce corruption, waste, and negative behavior.
