Targets for Economic Growth in 2025

Determinedly and effectively implementing the three strategic breakthroughs, six key tasks, and twelve main solutions to strive for double-digit economic growth in 2025.

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 140/CD-TTg dated December 27, 2024, on striving for double-digit economic growth in 2025.

The Prime Minister’s dispatch is addressed to Deputy Prime Ministers; Ministers, heads of ministerial-level agencies, Government agencies; Secretaries of Provincial Party Committees, Chairmen of Provincial People’s Councils and People’s Committees of provinces and centrally-run cities.

The year 2025 is the final year of implementing the socio-economic development plan for the 2021-2025 period, carrying special significance as the year of acceleration and breakthrough, laying the foundation and prerequisites for the implementation of the socio-economic development plan for the 2026-2030 period.

To strive to achieve the highest goals and targets of socio-economic development in the 2021-2025 period, aiming for double-digit growth in the 2026-2030 period, and becoming a developed, high-income country by 2045 – the 100th anniversary of the establishment of the country; following Official Dispatch No. 137/CD-TTg dated December 20, 2024, on promoting economic growth in 2025, the Prime Minister requested that Ministers, heads of ministerial-level agencies, Government agencies, Chairmen of Provincial People’s Committees, and suggested that Secretaries of Provincial Party Committees and Chairmen of Provincial People’s Councils focus on leading and directing the highest priority to strongly promote growth in association with macroeconomic stability, inflation control, ensuring major balances and high surpluses; striving for double-digit economic growth of the country in 2025. This is not only a challenge but also a strong aspiration for the country’s advancement in the new era – the era of national advancement.

To successfully achieve the above goal, ministries, agencies, and localities need to resolutely and effectively implement the three strategic breakthroughs, six key tasks, and twelve main solutions set out in the Resolutions and Conclusions of the Central Committee, National Assembly, and Government.

Focus on building a scenario to strive for double-digit economic growth in 2025 for the whole country and each locality

The Ministry of Planning and Investment shall take prime responsibility and coordinate with relevant agencies to review and build a scenario for GDP growth in 2025, striving for a double-digit rate; propose specific, breakthrough, feasible, and effective tasks and solutions to achieve the above goal in the draft Resolution of the Government on tasks and solutions to implement the plan for socio-economic development and state budget estimate in 2025.

Ministries, ministerial-level agencies, and Government agencies shall build targets and indicators for each managed industry and field suitable to the goal and scenario of GDP growth in 2025.

Provinces and centrally-run cities shall grasp their potential and strengths to build a socio-economic development plan and a double-digit growth scenario in 2025 with a spirit of striving and making the greatest efforts, ensuring suitability to the locality’s characteristics but unifying in the common goal of contributing to national economic development. Large cities and localities that are growth drivers shall strive for higher growth rates to contribute to the overall growth.

Ministries, agencies, and localities shall complete the tasks mentioned in points b and c above and send them to the Ministry of Planning and Investment before December 30, 2024, for summarizing and reporting to the Government and the Prime Minister before January 3, 2025.

Continue to renew and further promote traditional growth drivers (investment, consumption, and export)

Ministries, agencies, and localities shall, according to their functions and tasks, focus on promoting the disbursement of public investment capital from the beginning of 2025, taking public investment as a driver, activating social investment, and promoting public-private partnership; promptly reviewing and removing difficulties and obstacles for each project, especially important national projects and National Target Programs.

Speed up the progress of strategic transport infrastructure projects, airports, seaports, expressways, inter-regional and inter-provincial projects, striving to exceed the target of having 3,000km of expressways by the end of 2025 and 5,000km of expressways by the end of 2030. Build effective mechanisms and policies to attract selective foreign investment.

Strengthen investment promotion and attraction of large-scale FDI projects with advanced technology, especially in the processing and manufacturing industries, electronics, semiconductors, artificial intelligence, and hydrogen; connect with domestic areas, form supply chains, and participate more deeply in regional and global value chains.

The Ministry of Industry and Trade, ministries, agencies, and localities, according to their functions and tasks, shall strengthen solutions to stimulate domestic consumption demand; promote production, ensure full supply, and not let shortages and disruptions occur, especially for essential goods; develop e-commerce and new effective business models; and link production, distribution, and consumption.

Focus on improving the quality of export products while strongly building national brands to make Vietnamese products present everywhere in the world, thereby contributing to GDP growth.

Develop tourism in a professional, modern, and effective direction, enhancing the promotion of international and domestic tourism attraction. Promote trade, take full advantage of opportunities from signed free trade agreements; expand and exploit new markets; support enterprises to meet new standards of export markets; and improve trade defense and anti-origin fraud capacity.

Create breakthroughs and strongly promote new growth drivers. The Ministry of Information and Communications shall take prime responsibility and coordinate with the Ministry of Science and Technology and relevant agencies to urgently build an Action Program of the Government to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in developing science, technology, and innovation, and national digital transformation, submitting it to the Government before January 5, 2025; identifying this as the most important breakthrough and the main driver for the rapid development of modern production forces, improving production relations, innovating national governance methods, and promoting socio-economic development, making the country develop strongly and prosperously in the new era.

The Ministry of Information and Communications shall take prime responsibility and coordinate with relevant agencies to promote national digital transformation in a profound, comprehensive, and breakthrough manner. Improve laws, mechanisms, and policies on digital transformation. Promote the application and development of digital technology, build policies to encourage investment in, purchase, and lease of digital products and services; have special policies to train, develop, and attract organizations, individuals, and businesses in the field of digital transformation, develop digital products, and cybersecurity industry; and support enterprises to invest in and build data centers and cloud computing.

Build a public-private partnership mechanism to develop modern digital infrastructure, with state resources as the main source. Develop telecommunications and internet infrastructure. Focus on the comprehensive digitization of state management activities, develop e-government, digital economy, digital society, and digital citizens. Promote the building of national databases in all ministries, sectors, levels, and branches.

The Ministry of Science and Technology, ministries, agencies, and localities, according to their functions and tasks, shall urgently review, amend, supplement, and perfect the legal system, mechanisms, and policies on the development of science, technology, and innovation in a synchronous manner to remove bottlenecks and barriers, release resources, and encourage the development of science, technology, and innovation.

Build mechanisms and policies to support and develop public scientific and technological research organizations, policies to attract and treat talents well in these fields; strengthen the attraction and effective use of investment resources, improve infrastructure for science, technology, and innovation; and have a policy of experimental trials to promote research, development, application, and technology transfer.

Build policies to encourage enterprises to innovate technology and invest in industries with high added value such as information technology, artificial intelligence, renewable energy, high-tech agriculture, logistics, and smart infrastructure (submitted to the Government in the first quarter of 2025).

Ministries, agencies, and localities, according to their functions and tasks, shall seriously, fully, and promptly implement the tasks assigned in the National Green Growth Strategy for the period of 2021-2030, with a vision to 2050; have specific, suitable, and effective solutions for industries and fields such as energy, transportation, tourism, services, and agriculture…

The Ministry of Planning and Investment shall urgently promulgate a list of green economic sectors integrated into the system of Vietnam’s economic sectors; urgently complete the Decree on the mechanism for experimental development of the circular economy, with appropriate incentives to encourage enterprises to invest in circular economy projects in some potential fields (submitted to the Government in the first quarter of 2025).

The Ministry of Finance shall build and perfect policies to encourage and incentivize investment in green projects.

The State Bank of Vietnam shall build solutions to strengthen resources for green credit, directing credit institutions to promote credit for green economic sectors and projects.

The Ministry of Natural Resources and Environment shall complete the set of national green criteria as a basis for identifying and classifying economic activities. The Ministry of Planning and Investment shall take prime responsibility and coordinate with relevant agencies to propose breakthrough solutions to attract investment in new, high-tech fields such as chip semiconductors, artificial intelligence, and cloud computing… (submitted to the Government in the first quarter of 2025).

Ministries, agencies, and localities shall continue to strongly and synchronously implement the Resolutions of the Politburo on the development of socio-economic regions; perfect the institutions and policies specific to promoting regional development and enhancing the efficiency of regional coordination and linkage.

Focus on restructuring industries and fields; improving labor productivity and the competitiveness of the economy

Ministries, agencies, and localities, according to their functions and tasks, shall: Promote the restructuring of the industry towards modernization; develop in depth, improve productivity, added value, and competitiveness of products of industries with advantages. Effectively implement the strategy for the development of the semiconductor industry. Strongly develop supporting industries and promote linkages between foreign-invested and domestic areas.

Shift the mindset from agricultural production to agricultural economic thinking. Develop low-emission, circular agriculture. Promote high-tech industrial livestock production associated with brand building. Develop the fisheries sector associated with the application of high technology, replicate effective linkage models with high economic efficiency.

Continue to invest in completing agricultural and rural infrastructure adapted to climate change. Continue to restructure service industries based on modern technology, applying the achievements of the Fourth Industrial Revolution. Develop some service industries with high intellectual and technological content and competitive advantages.

Form some tourism service centers with high-quality tourism products and brands. Build and develop free trade zones in Hai Phong city and Ba Ria-Vung Tau province.

Strongly implement the Conclusion of the Politburo on building an international and regional financial center in Ho Chi Minh City and Da Nang. Fundamentally and comprehensively renew education and training, vocational training associated with the application of science and technology, promoting startups and innovation. Pay attention to developing high-quality human resources, meeting the requirements of developing a knowledge-based economy, digital economy, green economy, circular economy, basic sciences, engineering, technology, and new industries, especially artificial intelligence, data science, chip semiconductors, and nuclear power…

Strengthen labor supply and demand connection, develop a sustainable and effective labor market; promote the transition of the labor structure in a modern direction, ensuring the connection of the domestic labor market with the labor market of countries in the region and the world.

Maximize the mobilization of social resources for development, effectively exploit resources from state-owned enterprises, and strongly develop private enterprises. The Ministry of Finance and the Ministry of Planning and Investment, according to their functions and tasks, shall build a plan to mobilize the maximum resources of the State, enterprises, and people for development; diversify capital sources, and urgently remove difficulties and obstacles to unblock, mobilize, and effectively use resources from the real estate, securities, and corporate bond markets; take advantage of the room for public debt and state budget overspending to mobilize resources for development.

Ministries, agencies, and localities, according to their functions and tasks, shall continue to proactively and resolutely focus on resolving stagnant projects and weak enterprises and banks. Promote the effectiveness of the role and operation of the Steering Committee for the Resolution of Difficulties for Projects and Enterprises; focus on reviewing, classifying, and proposing mechanisms and policies to remove obstacles and soon put them into use, releasing resources, and contributing to socio-economic development.

The Ministry of Planning and Investment shall take prime responsibility and coordinate with relevant agencies to have breakthrough solutions and suitable and feasible mechanisms and policies to encourage the strong development of private enterprises, which are really an important driving force of the economy. Continue to perfect a synchronous legal system, create a favorable and equal business and investment environment for the development of the private economy.

Build mechanisms to prioritize the formation and development of new production forces, strongly develop ethnic private enterprises with large scale. Strengthen close links between state-owned enterprises, private enterprises, and FDI enterprises, promote the formation of regional and global supply chains through enterprise linkage.

State corporations and groups shall continue to improve the efficiency of production and business activities, governance, and human resource quality; focus on investing in large-scale, key, and breakthrough projects with spillover effects, driving socio-economic development; and resolutely overcome the situation of scattered and ineffective investment.

Remove the “bottleneck of bottlenecks”

Ministries, agencies, and localities, according to their functions and tasks, shall continue to perfect the institutions and laws, mechanisms, and policies, considering this as the “breakthrough of breakthroughs” to remove the “bottleneck of bottlenecks.” Innovate thinking in law-making, both managing tightly and creating development, mobilizing the maximum resources for development, and creating new development space. Promote decentralization and delegation of power associated with strengthening inspection, supervision, and improving the capacity of officials and civil servants, with the spirit of “localities decide, do, and take responsibility.”

Determinedly and effectively implement the direction on streamlining the apparatus of organizations in the political system, ensuring quality and progress as required; urgently perfecting the apparatus for the operation of administrative agencies from central to local levels in the spirit of Resolution No. 18-NQ/TW and the direction of the Central Committee.

Ministries, agencies, and localities, according to their functions and tasks, shall continue to promote administrative reform, cut administrative procedures in a practical and effective manner, and improve the business investment environment. Focus on promoting the review, amendment, and supplementation or abolition of administrative procedures and regulations that are unnecessary and generate compliance costs for people and enterprises in legal documents.

Promote decentralization and delegation of power, along with strengthening supervision, inspection, and urging in handling administrative procedures to reduce intermediate levels, ending the situation of prolonging the handling time through many agencies and units. Strictly implement the publicity, transparency, and full disclosure of administrative procedures, and the digitization of dossiers and results of handling administrative procedures according to regulations.

Speed up the deployment of online public service groups, giving priority to reviewing and restructuring the integration process, providing them on the National Public Service Portal; strictly implementing the publicity, timely, full, and accurate disclosure of administrative procedures; 100% of administrative procedure dossiers must be received and handled on the administrative procedure handling information system at the ministerial and provincial levels and synchronized with the National Public Service Portal. Promote the implementation of Scheme 06 at all levels, branches, and localities.

Constantly strive to be creative, dare to think, dare to do

Ministries, agencies, and localities shall promote the strength of great unity, the spirit of renewal, constantly strive to be creative, dare to think, dare to do, the will of self-reliance and self-improvement, and the aspiration to rise, unite, and join hands to turn all difficulties and challenges into opportunities for breakthroughs, with high determination, great efforts, and drastic actions to successfully achieve the set goals.

Each ministry, branch, and locality must be a pioneer in awakening all potentials to bring the country to a strong and prosperous new era, affirming the prestige and position of the country in the international arena.

The Prime Minister assigned Deputy Prime Ministers to directly guide ministries, agencies, and localities in implementing the tasks and solutions in this Official Dispatch according to their assigned fields; and timely handle arising problems within their competence.

The Government Office shall, according to its function and task, follow and urge the implementation of this Official Dispatch; and report to the Prime Minister the problems beyond its competence.
