At the regular monthly press conference of the Government in January 2025, held on the afternoon of January 8, 2025, Deputy Minister of Labour, War Invalids and Social Affairs, Mr. Nguyen Van Hoi, provided information about the situation of Tet bonuses and the work to ensure social security during the Tet holiday. According to his statement, this year, following the directions of the Party, the State, and directly from the General Secretary and the Prime Minister, the Ministry of Labour, War Invalids and Social Affairs issued Document No. 6560/BLDTBXH-CBTXH dated December 25, 2024, guiding the implementation of the contents of the directions of the Central Committee in Directive No. 40 dated December 1, 2024, and Directive No. 45 of the Prime Minister dated December 5, 2024. The spirit of these directives is to ensure that all ministries, sectors, localities, and enterprises follow the guidelines and instructions of the Central Committee and the Politburo, leaving no one behind, and ensuring that all citizens have a joyful and warm Tet holiday.
In 2024, the average monthly wage was estimated at VND 8.88 million, an increase of 4% compared to 2023. Specifically, the average wage in limited liability companies with 100% state capital was VND 10.91 million per month. The average wage in joint venture companies was VND 8.1 million per month, while it was VND 9.28 million per month in foreign-invested enterprises.
Regarding wages and bonuses for the Lunar New Year 2025, since the Lunar New Year falls close to the Solar New Year, many enterprises plan to focus on the Lunar New Year celebrations. The average bonus for the Solar New Year holiday is VND 1.46 million per person per month. Specifically, the bonus for state-owned enterprises is VND 1.95 million per person, VND 1.13 million for joint ventures, and VND 2.01 million for foreign-invested enterprises.

The highest bonus for the Solar New Year 2025 was VND 1.8 billion, belonging to a senior management position in a foreign-invested enterprise in the food trading sector in Ho Chi Minh City.
As for the Lunar New Year bonuses, the average bonus is VND 7.72 million, an increase of 13% compared to the Lunar New Year in 2024. Specifically, the bonus for limited liability companies with 100% state capital is VND 7.66 million, VND 6.76 million for joint ventures, and VND 8.24 million for foreign-invested enterprises.
The highest bonus for the Lunar New Year 2025 was VND 1.908 billion, belonging to a senior management position in a foreign-invested enterprise in the electronics and information technology sector in Ho Chi Minh City.
Regarding Tet gifts for people with meritorious services to the revolution, the President has issued a decision on the value of Tet gifts from the President. People with meritorious services will receive VND 300,000, while Vietnamese heroic mothers and severely injured veterans will receive VND 600,000. In addition, local authorities at the commune and provincial levels will also provide gifts to these individuals.
For social protection beneficiaries and poor households, most localities have plans to take care of Tet for social protection beneficiaries and poor households with a value of VND 300,000 per household. Ho Chi Minh City is providing a higher value of VND 1.15 million per household, and many other cities are also offering higher levels of support.
The Prime Minister has decided to allocate 7,500 tons of rice to support about 500,000 people facing difficulties due to natural disasters, floods, ethnic minority groups, poor and near-poor households, etc. The total estimated expenditure for social security during the Tet holiday is VND 10,000 billion, which will be spent directly on near-poor households, social protection beneficiaries, and households in difficult circumstances.
With the Tet holiday approaching, the Ministry of Labour, War Invalids and Social Affairs proposes the following:
First, it is recommended that ministries, sectors, localities, and enterprises, especially local authorities, ensure the timely payment of pensions and allowances for policy beneficiaries and social protection objects in accordance with regulations. Promote the use of cashless payment methods, ensuring convenience for the people and adhering to the spirit of Project 06. Focus on reviewing and closely monitoring the situation of policy beneficiaries and disadvantaged individuals, such as near-poor households, near-poor households, ethnic minority groups affected by natural disasters, epidemics, and those in remote, border, and island areas. This will ensure that their material and spiritual lives are well taken care of, and timely support is provided if needed.
Second, it is crucial to identify and review the number of households and individuals at risk of hunger during the Tet holiday and the beginning of the new crop season in early 2025. Proactively allocate budgets and mobilize resources to provide timely support and ensure that no one is left without a proper Tet celebration.
Third, regularly monitor and grasp the labor situation in industrial parks, export processing zones, and economic zones, especially in localities with a high concentration of laborers. Facilitate laborers to take a break during Tet and return to work afterward. Keep a close eye on the situation to ensure that laborers receive full payment of wages and bonuses. Arrange Tet holidays in accordance with the regulations, paying special attention to supporting laborers who have experienced significant income reductions, job losses, or underemployment due to natural disasters, epidemics, and floods. Strengthen inspection and implement measures to ensure occupational safety and health, and prevent fires and explosions in production and business establishments. Proactively develop solutions to prevent and handle labor disputes during the Tet holiday. Implement measures to maintain the labor supply chain and meet the labor demands of enterprises before and after the Tet holiday.
Fourth, strengthen the protection and care of children, especially those in special circumstances, ethnic minority children in mountainous areas, and children affected by natural disasters and epidemics. Ensure that all children have a joyful and warm Tet holiday. Enhance inspection and supervision of the implementation of measures to prevent accidents and injuries in children, prevent violence and abuse against women and children, and prevent violence and abuse in the family. During the Tet holiday, organize healthy, safe, and economical entertainment activities for children, protecting them from harmful products, toxic toys, and social evils.
Fifth, localities should strengthen the monitoring and inspection of rehabilitation centers and pay attention to implementing the correct policies for officials and employees working in these centers. Take care of the beneficiaries and pay close attention to ensure that there are no incidents of agitation, escape, or destruction of property that could disrupt the political and social stability of the locality.
