Notice from the Ho Chi Minh City Department of Construction on December 5th revealed that the Tam Luc residential area (trade name Eaton Park) in Thu Duc City is permitted to sell future homes for 1,322 apartments belonging to K1 (Towers A1, A2, A3, and A4). This marks the second announcement of its kind for the project this year.
Previously, in July, 678 apartments in blocks A5 and A6 were also approved for future sale. With these two batches, the entire project’s 2,000 units have been cleared for sale.
Eaton Park, developed by Tam Luc Real Estate JSC, spans nearly 37,700 square meters of land (with over 26,200 square meters for residential use) in An Phu Ward, Thu Duc City. Positioned as a luxury condominium project, its estimated development value surpasses $1.1 billion. During the initial launch in May, apartments in blocks A5 and A6 were offered at prices ranging from VND 125-145 million per square meter (exclusive of VAT). Penthouses are expected to be priced from VND 18-25 billion per unit; three-bedroom apartments from VND 9.6-11 billion; two-bedroom units from VND 6-8 billion; and one-bedroom apartments from VND 4-4.9 billion.

All 2,000 luxury apartments in Thu Duc’s Eaton Park get approval for “homes on paper” sales
Binh Dinh: 4 projects, including 3 social housing projects
On December 23rd, Tan Dai Minh Investment JSC announced the issuance of registration documents for the purchase or lease-purchase of apartments in the social housing project, Tan Dai Minh 2 (Lamer 2) – batch 16. The project is located in Area 5, Quang Trung Ward, Quy Nhon City. The issuance of documents will continue until January 20th, 2025.
Lamer 2, with a total investment of nearly VND 769 billion, is the second social housing project undertaken by Tan Dai Minh Investment JSC. It spans an area of 13,423 square meters, including nearly 5,613 square meters for social housing and approximately 2,685 square meters for the construction of commercial townhouses. The remaining land is allocated for transportation, technical infrastructure, and parks.
The project encompasses 854 apartments, 674 of which are designated for sale or lease-purchase. It comprises three 23-story blocks (including a technical floor and roof), with expected handover in the first quarter of 2025.
The provisional selling price for Lamer 2 is nearly VND 14.9 million per square meter (exclusive of VAT and 2% maintenance fees). With areas ranging from 54.44 to 70 square meters, prospective buyers can expect to invest between VND 800 million and VND 1 billion to own a social housing unit.
Earlier, on December 17th, IEC Construction and Mechanical Installation JSC (the project owner) announced the sale (batch 6) of 100 apartments in a social housing project within the planned area of the Trade Union Convention Center in Binh Dinh Province. The deadline for receiving applications is January 17th, 2025.
Located in CC09, Long Van urban area, Tran Quang Dieu Ward, Quy Nhon City, the project covers an area of over 3.76 hectares and includes four 15-story buildings, providing nearly 1,500 apartments and 82 adjacent houses. With a total investment of over VND 1,100 billion, the proposed selling price for social housing by the project owner averages nearly VND 11.6 million per square meter (exclusive of VAT and maintenance fees).
Also, in the final month of 2024, the Binh Dinh Province Department of Construction announced the sale of 329 social housing apartments in the Nhơn Phú 2 social housing project, Nhơn Phú Ward, Quy Nhon City (batch 6), developed by Solrise Nhơn Phú Ltd., Co. The deadline for receiving purchase applications is January 15th, 2025.
With a total investment of nearly VND 727 billion (excluding compensation, site clearance, land use, and land rental costs), the project broke ground on January 26th, 2024, and is expected to be completed in the first quarter of 2026. Covering an area of approximately 3.8 hectares, it is designed for a population of over 2,300 people.
The provisional average selling price for social housing is about VND 12 million per square meter (exclusive of VAT and 2% maintenance fees). With areas ranging from 35 to 68 square meters, each unit is priced from VND 420 million to VND 820 million.
Phat Dat Real Estate Development JSC (HOSE: PDR) announced that on December 24th, 2024, the Binh Dinh Province Department of Construction confirmed that an additional 535 land plots in the Quy Nhon Iconic urban area project (trade name Quy Nhon Iconic) met the conditions for transfer to individuals for self-construction.
Previously, on December 2nd, 2024, the Binh Dinh Province Department of Construction also confirmed that 92 combined commercial and residential units in the project met the conditions for trading as future homes in the first phase. Thus, all 627 products in the first phase of the Quy Nhon Iconic project have been approved for sale.
Spanning 43.16 hectares in Phuoc Thuan Commune, Tuy Phuoc District, Quy Nhon Iconic is developed by PDR and comprises 1,422 products, including villas, adjacent houses, and shophouses.
Ha Nam: 1 social housing project
On December 19th, 2024, the Ha Nam Province Department of Construction announced that the KTX4B social housing project in Lot KTX4 – the project for investing in the construction of service facilities and worker housing in the Dong Van IV Industrial Park, Kim Bang District, met the conditions for sale and lease. The project is owned by Viglacera Corporation – JSC (HOSE: VGC)
The KTX4B social housing project is a Grade II construction, rising seven stories, and occupying an area of over 4,251 square meters. It offers 168 units, 108 of which are for sale, while the rest are for lease. The expected start of sales and leasing is in January 2025.
Hai Phong: 4 projects
On December 13th, 2024, the Hai Phong City Department of Construction announced that 189 commercial homes in the future met the conditions for trading as part of the project for the construction of an entertainment area, houses, and ecological park on Vu Yen Island (batch 8) in Dong Hai 1 Ward, Hai An District, Thuy Trieu Commune, Thuy Nguyen District, and May Chai Ward, Ngo Quyen District. The project owner is Vingroup Joint Stock Company (HOSE: VIC)
Spanning an area of 869.5 hectares, the project includes a 36-hole standard golf course (nearly 160 hectares) and an adjacent residential area with 8,334 lots for villas and adjacent houses (136.3 hectares). It is designed for a population of 33,336 people. Additionally, there is a social housing area spanning 47.3 hectares. The total investment amounts to over VND 44 trillion.
In November 2024, the project was also permitted to sell 89 commercial homes. On December 11th, the Hai Phong City Department of Construction announced that 20 commercial townhouses in the future met the conditions for trading as part of the project for urban renovation and commercial housing construction in Quan Toan Ward, Hong Bang District (batch 2) – commercially known as Hong Bang Midtown. The project owner is TADUGO Investment and Consulting JSC.
In the first batch, the project also sold 20 units. Hong Bang Midtown covers a total area of nearly 1.3 hectares and comprises 75 townhouses, with a maximum height of five stories. The total investment amounts to nearly VND 139 billion.

On December 5th, the Hai Phong City Department of Construction announced that a commercial home in the future met the conditions for trading as part of the project for the construction of a commercial housing area combined with urban renovation at 444 Cho Hang Street, Du Hang Kenh Ward, Le Chan District, Hai Phong City. The project is jointly developed by Sao Sang Investment Group JSC and Nhua Chemical Plastic Group JSC.
Covering an area of over 4,687 square meters, the project comprises 41 adjacent houses and is designed for a population of 164 people. With a total investment of nearly VND 145 billion, 40 of the 41 houses are currently mortgaged to BIDV, while one has been released from mortgage.

Also, in December 2024, the Hai Phong City Department of Construction announced that 26 commercial townhouses in the future met the conditions for sale as part of the project for the construction of a commercial housing area at the base for the preservation and development of the gene source of Phung Phap sugar cane, Dang Giang Ward, Ngo Quyen District, Hai Phong City. The project owner is BeachFront Heaven JSC.
The project owner has committed that as of December 9th, 2024, no mortgage procedures for bank loans will be carried out for the project.
Quang Ninh: 1 social housing project
In December 2024, the Quang Ninh Province Department of Construction announced that 102 social housing apartments in the social housing project in the Ngan Hang Hill residential area, Hong Hai Ward, and Cao Thang Ward, Ha Long City, met the conditions for sale as future homes. The project is jointly developed by Global Investment Consulting Joint Stock Company and Hanoi Construction and Development No. 6 Joint Stock Company (UPCoM: HD6)
Previously, in August and September, 184 social housing units in this project were also approved for sale.
Spanning an area of 25,900 square meters, the project features three apartment buildings, two of which are 19 stories high, and one is 17 stories tall, offering a total of 986 apartments. Designed for a population of 3,880 people, the project has a total investment of approximately VND 1,361 billion. Construction commenced in the first quarter of 2023 and is expected to be completed and handed over in the first quarter of 2026.
Thai Nguyen: 2 projects, including 1 social housing project
On December 24th, the Thai Nguyen Province Department of Construction announced that 220 units (including 195 apartments and 25 adjacent low-rise houses) in the social housing project in the Dai Thang residential area, Dong Tien Ward, Pho Yen City, met the conditions for sale in the second batch. The deadline for receiving applications is January 22nd, 2025. In the first batch, 76 units were sold, including 67 apartments and nine adjacent low-rise houses.
The above-mentioned social housing project is built on an area of 8,432 square meters and comprises 395 social housing units, including 361 apartments (one 18-story building) and 34 adjacent houses (two stories). Construction began in the second quarter of 2024, and handover is expected in the fourth quarter of 2025. Designed for a population of 763 people, the project has a total investment of over VND 275 billion. The provisional selling price is about VND 13.7 million per square meter.

Also, in December 2024, the Thai Nguyen Province Department of Construction announced that 19 land plots, with a total area of over 2,177 square meters, met the conditions for sale or lease-purchase (batch 1) in the Sun Times Township project, Huong Son Town, Phu Binh District. The project owner is Sun Times Group JSC.
Covering an area of nearly 9.6 hectares, the project comprises 307 land plots, including 106 adjacent houses (rough construction), 185 adjacent land plots, and 16 land plots allocated for resettlement. Designed for a population of approximately 1,300 people, the project has a total investment of nearly VND 275 billion.
Bac Giang: 1 social housing project
In the final month of 2024, the joint venture between Saigon-Hai Phong Industrial Joint Stock Company (a subsidiary of KBC) and Evergreen Bac Giang Sustainable Development Joint Stock Company reported on the sale, lease, and lease-purchase of social housing before receiving registration applications for the project to invest in the construction of social housing for workers in the new urban area of Nen Town, Viet Yen District.
The project offers a total of 3,384 units, including 2,308 social housing units for sale, 597 commercial houses, and 479 units for lease. However, 1,518 social housing units have been successfully sold, leaving 790 units available for sale.
The project is constructed on Lots CT.1 and CT.2, covering a total area of over 3.2 hectares, within the detailed planning of the new urban area of Nen Town, Viet Yen District. It features 20-story apartment buildings with usable areas ranging from 25 to 70 square meters, catering to the housing needs of approximately 12,000 people.
Currently, five buildings and technical infrastructure outside the houses in Lot CT1 have been completed, and five buildings and technical infrastructure outside the houses in Lot CT2 are under construction. The entire project is expected to be completed and put into use in the fourth quarter of 2025.
In the CT1 subdivision, the maximum selling price for social housing is VND 13.4 million per square meter (including VAT but excluding maintenance fees), and the lease price is VND 99,500 per square meter per month (including VAT and maintenance fees). In the CT2 subdivision, the maximum selling price for social housing is VND 14.5 million per square meter, and the lease price is VND 101,000 per square meter per month.
Hau Giang: 1 project
On December 5th, the Hau Giang Province Department of Construction announced that commercial houses (shophouses) met the conditions for trading, comprising 305 houses in the second phase of the Vi Thanh commercial and residential area project (trade name DIC Victory City Hau Giang), Ward 4, Vi Thanh City. The project owner is the Total Corporation for Investment, Development, and Construction (HOSE: DIG)
Spanning 83.4 hectares, DIC Victory City Hau Giang has a total investment of VND 5,649 billion. It is the first and only riverside urban model project in Hau Giang.
The project is divided into three subdivisions: The Strength (subdivision 1), The Energy (subdivision 2), and The Peace (subdivision 3). In subdivision The Energy, DIG has invested in the synchronous construction of technical infrastructure for 305 out of 325 shophouses. Thus, these 305 units have met the legal conditions for sale.
